Stiftung Warentest has summarized answers to the most important questions about humanitarian aid for people from Ukraine.

Refugees from Ukraine: That applies to your stay in Germany

According to Stiftung Warentest, the following people may enter Germany from Ukraine without a visa

until May

23, 2022 :

  • All people who were

    in Ukraine on February 24, 2022

    and then entered Germany or are still entering it - regardless of whether they have a biometric passport with them and also regardless of their citizenship.

    Citizens of other countries who have lived in Ukraine are also allowed to enter the country.

  • Ukrainians, as well as refugees recognized in Ukraine

    and people who have received international or national protection there – even if they were temporarily not in Ukraine on the deadline of February 24, 2022, but actually lived there until then.

  • Ukrainian citizens who were already legally resident in Germany on February 24, 2022 (e.g. to go on vacation) and whose

    visa has expired

    or is about to expire.

According to the report, most of the groups of people mentioned above have the opportunity to apply for a residence permit in accordance with Section 24 of the Residence Act.

The

residence permit is initially valid for one year

and may be gradually increased to three years if necessary.

It is important that refugees register in the host city or municipality.

In particular, if you are in need of housing or medical care, registration is required to be eligible for social security benefits.

People from Ukraine who have stayed with family members or friends should also register.

Accommodation for refugees from Ukraine

People from Ukraine do not need a visa to enter Germany.

According to Stiftung Warentest, they can live where they want and use state and municipal offers or stay with friends.

Exceptions are

Refugees from Ukraine receive this medical care in Germany

According to the Asylum Seekers Benefits Act, refugees are entitled to medical treatment, which according to the report includes:

  • Treatment of acute illnesses and pain (also supply of medicines and bandages)

  • care of pregnant women

  • vaccinations

  • check-ups

  • Psychotherapy according to the Asylum Seekers Benefits Act in medically necessary individual cases

According to Stiftung Warentest, refugees usually need a treatment certificate.

According to the report, the financial regulator Bafin makes it possible for people from Ukraine to open a basic account in Germany.

All you need is a valid Ukrainian ID card ("Identity Card").

Unfortunately, the Ukrainian currency hryvnia cannot currently be exchanged for euros in Germany.

According to the report, the General Association of the German Insurance Industry (GDV) reports that German insurance companies will assume liability claims for uninsured Ukrainian cars.
