For many years, the complaints of patients at the Abarbanel Government Psychiatric Hospital in Bat Yam have been repeatedly exposed to the inappropriate and inhumane conditions of hospitalization and treatment there.

However, this is the first time that a senior health official such as Prof. Roni Gamzo, director of Ichilov Hospital in Tel Aviv, has warned the Ministry of Health about the conditions of hospitalization, which he claims are unreasonable and illegal, and issues an ultimatum that no more patients be hospitalized.

Prof. Gamzo told Israel Today that "the shortage of hospital beds and the workload are causing Abarbanel to be hospitalized in deplorable conditions, to a heavy load, to the insecurity of the staff and to the escape of the staff from the hospital - and the situation is only getting worse."

About a month ago, Prof. Gamzo signed a first-of-its-kind agreement in Israel to branch Abarbanel Hospital into Ichilov Hospital, following which he recently wrote a letter to Abarbanel's director, Prof. Yuval Melamed, to the director general of the Ministry of Health, Prof. Nachman Ash. And in which they warned of the "urgent need for a fundamental change in the whole issue of hospitalization in the adult wards of Abarbanel," and that "the hospital is discriminated against in the matter of resources and urged to be hospitalized under unreasonable conditions."

In recent years, Israel Today has exposed many complaints from patients and staff about the overload of hospitalization and the ongoing shortage of dozens of hospital beds in closed wards, which causes the medical and nursing staff to force patients and force them to sleep in confinement rooms or isolation rooms. It is known that some patients sleep on mattresses on the floor and some are crammed in a very difficult way.

In addition, there are repeated complaints about food shortages and seating in dining rooms and dirt and filth, resulting in severe cases of violence between patients and even in front of nursing and medical staff, as well as outbreaks of life-threatening infections and very severe damage to patients' medical care and chances of recovery.

Recently, an extraordinary petition was also unveiled by about 30 mental patients from closed ward C, who wrote to the Ministry of Health after despairing of referrals to the hospital management that they continually feel "disrespect for the helpless on the part of the hospital management".

The petition was revealed on the "Seder Yom" program with the Neubach Foundation on the B network.

In their letter, Prof. Gamzo and Prof. Melamed note that the hospital provides a solution for everyone who needs it and comes to the emergency room, but this causes a heavy load and the wards with 34 beds have a capacity of 45 patients and more.

The staff and especially the patients do not meet any reasonable standard or even our duty enshrined in the Patient Rights Law. "

In an unprecedented move, Gamzo announced in their letter an ultimatum that from May 1, wards will not receive patients from the emergency room when they occupy more than 110%, when the emergency room will be closed and patients will be transferred to the hospital and the district psychiatrist. Yes, they announced that it is the responsibility of the Ministries of Health and Finance to budget and soon open a new ward for hospitalization, to budget an immediate and significant addition of dozens of staff, including doctors and nurses, to budget immediately recruiting security guards for all closed wards and to transfer special budget for immediate improvement of neglected hospital infrastructure.

The Ministry of Health stated that "after decades of neglect, the Minister and the director general of the ministry, Prof. Nachman Ash, intend to continue to promote the mental health system, and the system is currently in a state of rehabilitation.

The Minister of Health announced the transfer of mental health from the backyard to the front of the stage, and indeed in the last state budget precedents were allocated for construction, disgracefully neglected infrastructure rehabilitation, and a high budget for removing hundreds of chronic patients from hospitals to balance houses and community rehabilitation.

In addition, a complementary move has recently begun to connect mental health institutions to general medicine.

"All of these will soon yield results in the field for the benefit of patients and dedicated staff, who do everything in their power to provide a therapeutic and inpatient solution to anyone who needs it. As for Abarbanel Medical Center, the center has been given priority in allocating resources and standardization."

"At the same time, there are many cross-cutting processes to alleviate the burdens in the mental health system, including closing the therapeutic residences and dispersing staff in the wards; spacing the pediatric wards; upgrading standards to facilitate and assist in the absorption of specialist doctors; "Which will make it possible to accompany patients; and increase the budgets of SLA (security) to increase the sense of security among caregivers and patients."

The Abarbanel Mental Health Center said: "We welcome the branch agreement that will advance the hospital on many issues. This is an important move to promote the quality of care and well-being of Abarbanel's mental patients, and in any case there will be no situation where a person goes to the emergency room and receives no response."
