An investigation was opened in Nanterre after the government's report on the private group Orpea, manager of Ehpad, suspected of institutional abuse and embezzlement of public funds, the Nanterre prosecutor's office said on Thursday.
This report was sent to the public prosecutor's office on March 28, after an administrative investigation, commissioned by the State, revealed "serious malfunctions" in the management of the group's nursing homes.
This judicial investigation was joined to investigations already in progress, since February, for "forgery and use of forgery, and violation of labor legislation by abusively resorting to fixed-term contracts", specified the prosecution.
“Insufficient” food, “insincere” financial documents, budget surpluses generated on public allocations: the investigation report on Orpea, published in early April by the government, highlighted serious dysfunctions within the private group of Ehpad, already put in cause in the book "The Gravediggers".
Heavy with more than 500 pages, the report commissioned in February from the General Inspectorates of Finance (IGF) and Social Affairs (Igas) is available "in complete transparency" on the website of the Ministry of Health and Solidarity, argued the Minister Delegate in charge of Autonomy, Brigitte Bourguignon.
On March 26, the government announced that it was taking legal action on the basis of the conclusions of this report, and that it intended to require Orpea to reimburse public grants allegedly diverted from their purposes.
