After the shooting with four injured in Duisburg, the 15 arrested are free again.
A spokesman for the Duisburg public prosecutor's office said they could all have left police custody on Thursday after they had been processed by the police.
The investigators had indicated that those arrested, who are attributed to the Hells Angels rocker group, their environment or a Turkish-Arab clan, are not cooperative.

He does not expect usable statements, said Duisburg police chief Alexander Dierselhuis.
In the rocker and clan milieu there is silence.
He fears that the code of silence will also come into play in this case.
The homicide commission still has investigative approaches.
"There are various videos, some of which are of very good quality, so we are hopeful that we will be able to identify more than the 15 suspects," says Dierselhuis.
The authorities do not currently expect a further escalation.
He currently sees no signs of this, said NRW Interior Minister Herbert Reul (CDU).
Despite the shots, the situation as a whole has even improved.
Riots like on Wednesday evening in Duisburg have become significantly rarer.
"We will not let up in the fight against clan crime and will not rest," said Reul.
He is convinced that this crime will be brought under control.
“Bringing violence onto the streets like this is also bad for organized crime.
In other words, it draws attention to yourself,” said Chief of Police Dierselhuis.
The shooting is attributed to a conflict between the Hells Angels biker group and a Turkish-Arab clan.
At least 19 shots were fired in the Hamborn district of Duisburg on Wednesday evening.
Up to a hundred people are said to have been involved in the altercation.
A 15-strong homicide squad is investigating the case.
According to Dierselhuis, "nothing final" can be said about the motives.
