The body of a woman was found in a wooded area near Hamburg on Saturday.
A spokesman for the Hamburg police said there were signs that the 35-year-old had been the victim of a violent crime.
Lower Saxony officials arrested a man a little later.
The 31-year-old is an urgent suspect.
According to the preliminary findings of the investigators, the location near Stelle in the district of Harburg in Lower Saxony is not the scene of the crime.
The police suspect that the 35-year-old was killed in southern Hamburg.
Patrol officers had found the body after a tip in the early morning.
The investigation into the background and localization of the crime scene continued, it said.
The investigations are conducted by the public prosecutor's office and the Hamburg homicide commission.
