The plan includes three steps: alert, alarm and emergency.

said in a statement in Berlin, in which he announced that Germany has raised the alarm in its gas emergency plan.
"We have to reduce the use of gas already in the summer," he said.
Summer is "deceptive", "but winter comes and we have to fill the deposits," he added.
Habeck urged the Germans to "make a national effort" to counter and prevent Putin's "will" from being realized.
"We are in an economic confrontation with Russia and gas is being used as a weapon," she said.
"We need all the political measures to make sure there is enough gas," she added.
