The severed head, which was laid in front of the Bonn district court early Tuesday evening, is to be examined in the forensic medicine department on Wednesday morning.
The same applies to the rest of the body, which investigators found a good kilometer away, said a police spokesman.
The 38-year-old suspect, who the police arrested on Tuesday in the immediate vicinity of the district court, has so far remained silent about the background.
However, he correctly described the location of the body near the banks of the Rhine to the investigators, said the spokesman.
The man is expected to be brought before the magistrate on Wednesday.
Police and prosecutors are investigating a suspected homicide.
Several passers-by alerted the police early Tuesday evening because a body part was lying in the entrance area of the court.
"We determined a short time later that it is a human head," said a spokesman.
The victim is said to be a 44-year-old man.
The identity is not certain yet, said the police spokesman on Wednesday morning.
According to the police, the 38-year-old suspect is known in connection with violations of the Narcotics Act.
According to initial investigations, perpetrators and victims alike can be assigned to the homeless scene.
Whether they knew each other is still under investigation.
A possible crime tool had not been found by morning.
Homicide investigators asked witnesses who may have observed what was happening on Wilhelmstraße and in the area of the old customs for help.
