This is a very rare observation: never have the social expenditures of the departments increased so little in one year.
In 2021, they recorded a slight increase (+0.4%), i.e. 150 million compared to 2020 to reach 40.4 billion euros, according to the annual survey of the National Observatory of social action (Odas).
Integration, with the RSA, remains the leading item of social expenditure in the departments (27%), followed by child protection and support for disabled people (21% each), and support for the elderly (18 %).

Three reasons for this.
On the one hand, the social expenditure of the departments had particularly increased in 2020 (+4.2%) under the effect of the crisis.
