Changes in the law come into force in July – for example, pensions will rise and the price of electricity will fall.

What else consumers should know.

Berlin – Not only the federal government's relief package brings with it some innovations in July.

At the beginning of the second half of the year, there will also be some changes in taxes, mobility and health.

The background to the new laws is on the one hand Vladimir Putin's Ukraine war and the resulting increase in living costs, but on the other hand also the Corona crisis and the environmental protection efforts of the federal government.

In addition, there are some adjustments in favor of consumer protection.  

Social benefits and relief: pension and minimum wage will increase from July

More than 20 million pensioners expect a significant increase in pension in July.

According to the afp, salaries will increase by 6.12 percent in the east and by 5.35 percent in the west.

According to the federal government, six million people can look forward to a higher monthly salary.

According to kna, the gross minimum wage will be increased from 9.82 euros to 10.45 euros on July 1st.

From 1 October it will be 12 euros per hour.

Changes in July: children's bonus and immediate surcharge - when will the money come?

Due to the high inflation, the federal government also pushed through some lump-sum payments to relieve citizens in July.

With the child benefit, a child bonus of 100 euros is to be transferred.

For children affected by poverty, there is also an immediate surcharge of 20 euros per month in addition to the basic security.

Children and young people who live with parents who are entitled to benefits are entitled to benefits.

There is also an entitlement to benefits under the Asylum Seekers Benefits Act. 

A one-time payment of 200 euros for recipients of social assistance, basic security or unemployment benefit 2 will also be paid out in July 2022.

Anyone who receives unemployment benefit 1 receives 100 euros.

The energy flat rate of 300 euros, on the other hand, is only expected in a few months.

While electricity prices are expected to fall after July 1 due to the abolition of the EEG surcharge of 3.72 cents per kilowatt hour to promote more environmentally friendly power generation systems, there are price increases for DHL packages and nicotine.

Consumers will also have to dig deeper into their pockets for liquids containing nicotine for e-cigarettes from July.

Because at the beginning of the second half of the year, these are also subject to the tobacco tax of EUR 0.02 per mg of nicotine.

July changes: compulsory deposit applies – what that means for consumers

In the area of ​​environmental protection, two changes in the law will come into force in the new month.

On the one hand, supermarkets and discounters have been obliged to take back old electrical appliances since 2022.

The transition period ends on July 1st.

The Electrical and Electronic Equipment Act (ElektroG) obliges shops with retail space of at least 800 square meters that sell corresponding products several times a year.

The transitional period for the compulsory deposit on beverage packaging for fruit juices, smoothies or alcoholic mixed drinks also ends in the new month.

Old stocks may then no longer be sold.

Exceptions are milk drinks in plastic bottles and cans.

Dealers have until 2024 here.

Mobility and Housing: These new laws will apply from July 2022

According to the LAH, real estate owners must submit a declaration of assessment to the tax office from July 1st to October 31st at the latest due to the property tax reform that will come into force in 2025.

So far, the calculation was based on the value ratios at the so-called main assessment date on January 1, 1964 (West) and January 1, 1935 (East).

The resulting unequal taxation for comparable properties is to be eliminated through a revaluation.

The Federal Constitutional Court classified the calculation as unconstitutional in 2018.

Anyone who does not own a property but rents one should be protected from excessive rent increases.

For this purpose, cities and municipalities with more than 50,000 inhabitants are obliged to calculate rent levels as of the new month.

With these, the local comparative rent can be checked and rent increases can be better estimated.

Tenants or landlords are subject to an obligation to provide information to the authorities.

Changes in July 2022: vehicle assistant becomes mandatory

Two innovations in the area of ​​mobility also serve consumer protection: In order to prevent counterfeiting and misuse, all citizens within the European Union are to receive a standard driving license in plastic card format by January 19, 2033.

Those born between 1953 and 1958 must exchange their paper driver's license by July 19.

Due to the corona pandemic, the deadline was postponed to the second half of the year.

In addition, from July 6th, all first-time registrations and new vehicle types must be equipped with driver assistance systems.

These include an intelligent speed assistant, a device for installing an alcohol-sensitive immobilizer, a warning system for driver drowsiness and waning alertness, turning assistant systems and collision warning systems, an emergency brake light, tire pressure monitoring systems, a reversing assistant and event-related data acquisition ("black box"), an emergency braking assistant system for passenger cars and light commercial vehicles as well as emergency lane departure warning systems.

There will also be innovations for consumers in the health sector from July

Due to the tight budget situation, the federal government can only cover the costs of citizen tests until the end of June, as Karl Lauterbach explained.

According to this, consumers will have to pay three euros per test themselves from July.

However, risk groups are excluded from this - specifically, it is about women at the beginning of pregnancy, visitors to clinics and nursing homes and children up to five years of age.

The transitional period for compulsory measles vaccination runs until July 31.

After this was introduced in March 2020, employees in schools, kindergartens, asylum seeker and refugee accommodation and medical facilities must provide proof of a measles vaccination by the end of the new month.

Anyone who does not comply with this must expect a ban on childcare or work as well as fines of up to 2500 euros.

Anyone who is not allowed to receive a vaccination for medical reasons or was born before 1971 is exempt from the obligation, since corresponding generations are probably immune due to an infection.
