The Banking Commission launches an investigation into the assignment of building bonus credits.

Meanwhile, Confartigianato reports

that with 5.2 billion 'stranded' in the tax drawers, of which 71.2% for the superbonus and 28.8 for the other building bonuses, their non-collectability would cost the loss of 47 thousand employees in the micro and small businesses.

the 11 significant national banks

(Intesa Sanpaolo, Unicredit, Banco Bpm, Iccrea, Mediobanca, Cassa Centrale Banca, Bper, Monte dei Paschi, Credem, Banca Popolare di Sondrio, Banca Carige)

plus Cassa Depositi e loans and the post office

must provide data and information on a quarterly basis on the acquired credits by 11 July, reporting, for example, the number of requests received, canceled and disbursed as well as the discount rates applied and the timescales recorded ", explains the President of the Commission, Carla Ruocco.

"Thanks to the active reporting system at the Banking Commission, - he continues - we found

a significant worsening of the discount rates applied to the assignment of loans and a strong reluctance on the part of banking institutions to accept the files presented.

We therefore considered it essential an in-depth study of the phenomenon. The objective is to monitor and carefully examine the procedures put in place for the disbursement of credit, including those for calculating interest rate thresholds. I am sure that this investigation will be decisive for photographing the current situation and launching specific hearings or legislative proposals in Parliament ".

By calculating the risks on the employment front, Confartigianato observed that with the blocking of the assignment of loans, "the increase in employment created in the construction sector in the last year would be reduced by 40%".

A "paradoxical and self-defeating" fact, warned the president Marco Granelli.

"The freezing of credits, the continuous regulatory changes regarding building bonuses and the government's will not to extend the super bonus - highlights the confederation of artisans and small businesses - affect precisely the only sector which, also thanks to these support measures , has restarted the labor market in the last two years. In fact,

between the first quarter of 2020 and the first quarter of 2022, construction registered an increase of 176 thousand employees

, in the face of the general decline in workers in services (-106 thousand), in manufacturing (-41 thousand), in agriculture (-50 thousand).

At the territorial level, the greatest increase in employment in construction was recorded in the South, with 101 thousand more employees in the last two years, followed by the growth of 71 thousand employed in the North West ".
