The Ministry of Health revoked for a year and a half the license of the "Doctor of the State" family doctor at a national health fund who was convicted of the offense of sexually harassing a patient.

In 2019, the doctor won the "Doctor of the State" award from the Ministry of Health for his work.

The doctor, Dr. Uriel Shalit, from the National Health Insurance Fund in Ashkelon, was convicted of touching the chest and body of a 21-year-old new immigrant from Ukraine who came to him for treatment due to chest pain. The doctor was later indicted in the Ashkelon Magistrate's Court.

According to an indictment filed against him, during the patient examination in July 2020 he put his hand in her shirt and felt her chest.

He later offered to take her to his private clinic, where he ordered her to undress, massaged her and touched her chest and penis.

The patient told him that she was married and later told him "enough", left the clinic and complained to the police about the offense of sexual harassment.

Alongside this, a disciplinary complaint was also filed against him for misconduct by a physician.

During a hearing in the disciplinary committee, the doctor admitted to the act, when his lawyer, Ari Ravitzky, asked to be satisfied with a denial for only seven months.

It should be noted that the doctor's license was revoked as early as August 2021 after the filing of the indictment.

Members of the disciplinary committee on behalf of the Ministry of Health who discussed the case noted that the punishment should be aggravated.

"We are in the midst of a large and threatening wave of complaints about doctors' sexual harassment of patients and women on medical staff. The impact of this wave on the loss of power in the medical system cannot be ignored."

The disciplinary committee in the Ministry of Health took into account that the doctor had already been punished for his conduct, his work at the National Health Insurance Fund had been terminated and he had paid the patient NIS 30,000 in compensation, as well as his elderly age (64) and clean past.

Dr. Shalit also submitted letters of thanks and recommendation to the committee and presented the award he won as a "State Physician" on behalf of the Ministry of Health in 2019.

Retired judge Amnon Strashnov, who is in charge of disciplinary law at the Ministry of Health, noted that "in his protected actions he severely harmed a patient while violating the duty of trust that his patients have for him as a doctor and even harming public trust in all doctors."

He further noted that "the proliferation of such phenomena recently justifies a stricter approach towards offenders such as this beyond what has been the case in the past."
