The number of individuals in
absolute poverty
nearly
tripled from 2005 to 2021
, from 1.9 to
5.6 million
(9.4% of the total), while households doubled from 800,000 to 1.96 million ( 7.5%), according to the
Istat Annual Report
.
Absolute poverty is
three times more frequent among minors
(from 3.9% in 2005 to 14.2% in 2021) and a particularly negative dynamic also characterizes young people between 18 and 34 years (the incidence has reached 11.1%, a value almost four times higher than in 2005, 3.1%).
In 2021, one million 382 thousand minors and one million 86 thousand young people aged 18-34 are in absolute poverty;
moreover, 734,000 elderly people are, including the incidence, however, stops at 5.3%.

North

The data on
families with foreigners
, available only from 2014, indicates that the latter have levels of absolute poverty almost five times higher than those of families of Italians only, which have fluctuated around 25% since 2016.
Istat also reveals that in
one million and 900 thousand families the only employed component is a non-standard worker
, that is, on a fixed-term basis, collaborator or involuntary part-time.
These
vulnerable employees
are now almost 5 million, 21.7% of the total.
And 816,000 are "
doubly vulnerable
", because they are either temporary or collaborators, or involuntary part-time.
THE EFFECTS OF CITIZENSHIP INCOME
Furthermore, according to the Istat annual report, "the economic support measures provided in 2020, in particular
citizenship and emergency income
, have prevented one million individuals (about 500 thousand families) from being in a condition of absolute poverty".
The intensity of poverty, without subsidies, would have been 10 percentage points higher in 2020, reaching 28.8% (compared to 18.7% observed).

The average number of members drops to 2.3 compared to 2.6 in 2000-2001.
The increase in the number of households made up of a single person weighs on the total, from 24% at the beginning of the millennium to 33.2%.
At the same time, families made up of couples with children are decreasing, representing 31.2% of the total in 2020-2021 (down by 11.1 percentage points in 20 years).
