Federal Minister of Economics Robert Habeck is planning a mandatory heating check for all owners because of the gas crisis.

What they have to adjust to.

Munich/Berlin - Rapidly rising gas prices are causing worried looks all over Germany.

Whether politics, society or industry - galloping costs for energy due to inflation and the Russia-Ukraine war pose a huge challenge for the entire Federal Republic.

Gas crisis in Germany: Economics Minister Habeck calls for regulations on heating in private households

The first crisis manager in this tricky situation is Federal Minister of Economics Robert Habeck (Die Grünen), who is temporarily acting head of government during the vacation of Federal Chancellor Olaf Scholz (SPD) in the Bavarian Allgäu at the end of July.

The 52-year-old North German has now announced regulations for households and owners to save energy with a view to heating in winter.

One planned rule is particularly rigorous.

  • More heating costs due to more home office:

According to the ideas, large office buildings should be heated as little as possible.

"We need to talk about how we can save energy by making more use of home offices," explains Habeck.

He doesn't want to prescribe that, says the Vice-Chancellor, "because then you can think of five exceptions why it doesn't work for everyone".

However, one should “be allowed to think about it”.

There are 26 million office jobs in Germany.

However, the measure would relieve private (and/or corporate) owners of office buildings.

Gas crisis in Germany: Because of heating - Habeck wants regulations for public spaces

  • Special case office building:

technical rooms, foyers in the entrance area, only temporarily used halls - they should all stay cold in winter.

"Public spaces that you only walk through should not be heated permanently," says Habeck.

For office buildings, this measure is to be regulated in ordinances.

Habeck also envisages that companies take general company holidays at Christmas.

Not that only a few employees are sitting in the office, but that it is fully heated.

If an office is not heated for a week, "of course that saves energy," he explains.

The heating should no longer run all the time.

  • No mandatory compliance with the minimum temperature by tenants?

This is partly stipulated in the contract.

According to Habeck's ideas, tenants in private households should be exempted from this obligation for the next two winters.

"The heating should no longer run all the time," explains Habeck, for example regarding the scenario if tenants are away.

This poses a risk to landlords and tenants alike: In the worst case, mold could form in apartments.

Mandatory heating checks for owners in Germany?

Habeck plans new rule

  • Mandatory heating checks for consumers:

Owners of gas heating systems should be obliged to check their heating systems.

Politicians are currently in talks with the Central Association for Sanitary, Heating and Air Conditioning (ZVSHK) about a possible implementation.

A binding hydraulic balance should also come, so that heating water is optimally distributed.

In buildings with a central heat supply, inefficient and/or uncontrolled heating pumps must be replaced - according to Habeck's plan.

That would entail enormous costs for landlords and/or owners: According to

    Focus Online

, a normal check of a gas heating system costs around 120 euros.

The costs for hydraulic compensation should therefore be between 650 and 1250 euros.
