The document, which is classified as "for official use only", answers questions that the member states of the EU Commission have asked about the planned regulation.

The draft so far provides that providers should be able to carry out automated searches if there is a corresponding official order.

The current recognition software has a hit rate of 90 percent, and wrongly reported messages have to be sorted out individually by investigators - in cooperation with Europol.

The checks relate to the chats of minors, which data protectionists, not least the European Data Protection Board, see as particularly problematic.

According to the internal document, the exchange of revealing photos, which young people often do among themselves, should also be checked for “criminal liability under national law”.

Exactly how the planned law will be implemented is still unclear, but the question of risk should be decisive.

Platforms such as Linked-In are significantly less suitable for criminal contact with minors than common messenger services or online video games.

In general, according to the report, the software in question can only locate child sexual abuse material (CSAM) – data protection officials are critical.

They fear that an implemented technology can easily be drilled into other content.
