Olivier Dussopt launches eight projects to meet the objective of full employment in 2027

2022-09-12T16:02:39.266Z

The roadmap of the Minister of Labor includes the thorny issues of pensions and unemployment insurance but also learning and wages.

In a few weeks, the tone changed.

While the Ministry of Labor - in this sense following in the footsteps of the President of the Republic - was still very pleased with an unprecedented alignment of the planets in terms of employment (with an unemployment rate of 7.4%, at its lowest for fifteen years, and an employment rate at its highest ever), the discourse suddenly darkened.

“We cannot be satisfied with the current situation

, we are now saying Rue de Grenelle.

We have a very high structural unemployment rate, correlated with recruitment difficulties at the peak with an employment rate that is too low and very many peripheral brakes on employment.

Hence the simultaneous launch, this Monday, by Olivier Dussopt, with the social partners gathered in the agreement room of the Hôtel du Châtelet, of

"eight projects"

(including that on pensions) which must contribute to returning to full -employment in 2027.

"We want to ensure lasting solutions to achieve full employment and good employment in society"

, insists the entourage of Olivier Dussopt.

Public employment service

In addition to the explosive files of pensions and unemployment insurance, which irritate the trade unions to the highest point, the Minister of Labor has put on the table the subject of the renovation of the public employment service, with the creation of France Work.

A campaign promise from President Macron, which aims to better coordinate the action on the ground of the actors (Pôle emploi, local missions, local authorities, companies, etc.) who are fighting against unemployment.

The objective is

"to offer enhanced support to all people who are not able to find a job on their own, in particular among RSA recipients, and to improve our response to the needs of companies"

, insists the ministry.

A prefiguration mission for France Travail has been entrusted to Thibaut Guilluy, the current High Commissioner for Employment, who should logically take the lead in the new system at the start of 2023. The experimentation of a counterpart to the RSA (up to 15 to 20 hours of activity per week) will also be launched in the fall for one year, in ten employment areas.

Another project: the amplification of the dynamic around learning

"to achieve the goal of one million apprentices"

at the end of the mandate.

The bonuses for hiring a young person, which represented more than 5 billion euros in 2021, will be maintained but recalibrated during a consultation in the fall.

As for the reform of vocational high schools, which must go through a better discovery of trades in colleges, a cleaning of existing sectors and a reward for internships in companies, it will be launched this Tuesday by Emmanuel Macron in Sables-d'Olonne.

Before being the subject of a consultation with all the actors of education, companies and territories.

A final dossier was put forward by Olivier Dussopt:

"Working better"

, via a fairer policy of employee remuneration, the improvement of working conditions in unattractive professions that lack arms, the development of a time savings account (CET) and the strengthening of the fight against serious and fatal accidents at work.

Subjects which will notably give rise to (yet another) consultation in the fall on the sharing of value and to

“work meetings organized as an extension of the National Council for Refoundation”

that Emmanuel Macron introduced last Thursday.

The central issues of housing, mobility and childcare, which are real obstacles to re-employment for low-skilled unemployed people residing in disaster areas, will be addressed in this project.
