What happened to the reform of the special regimes?
Emmanuel Macron, deeming them "
unfair
", had promised their abolition in his previous pension reform of 2018. It was also one of the few popular measures in public opinion, a majority of French people (53%) being in favor to their disappearance according to an Ifop poll.
On the eve of the 2022 elections, the candidate Macron still considered that "
the special regimes no longer suit the reality of the country
" and proposed to leave them and switch to "
three major regimes
": one for private sector employees, one for civil servants and one for the self-employed.
Not to rush anyone, he planned to apply the famous “grandfather” clause, where only new entrants see the rules change.
This is what was adopted during the reform of the SNCF: since January 1, 2020, the group has stopped recruiting with “house” status, and new agents are affiliated with the general scheme.
