The report, approved with 433 votes in favor and 123 against, underlines that Article 7 (in paragraph 1) "does not require the unanimity of member states to identify a clear risk of serious violation of EU values ​​or to formulate recommendations and deadlines. precise ".

"The lack of decisive action by the EU has contributed to the emergence of a 'hybrid regime of electoral autocracy', that is, a constitutional system in which elections are held but lack respect for democratic norms and standards".

The text of the report states that the values ​​enshrined in Article 2 of the Treaty on European Union (including democracy and fundamental rights) have further deteriorated thanks to the "deliberate and systematic attempts of the Hungarian government".

In 2018, Parliament adopted a report to outline 12 areas of concern and initiate the procedure for activating Article 7 of the Treaty on European Union to determine the existence of a clear risk of a serious breach of EU values ​​in Hungary. .
