The Minister of Labour, Olivier Dussopt, formally asked the social partners to open a national interprofessional negotiation on the sharing of value within companies, specifying that the government "
plans to propose measures
" within the framework of the next budget.
The "
guidance document
" addressed to trade unions and employers' organisations, consulted on Wednesday by AFP and initially unveiled by Le Monde, underlines that the desire "
to associate employees with the fruits of business growth is old
".
He recalls that profit-sharing and participation were respectively created in 1959 and 1967 and highlights the actions carried out in recent years, including the law on purchasing power this summer, which has made the "
premium for sharing the value
” (Macron bonus).
“ However,
the government wishes to go further
,” the document states.
He specifies that the negotiation “
will aim first of all to generalize the triggering of value-sharing mechanisms provided that companies can bear the financial burden
”.
He wants “
special attention
” to be given to companies with fewer than 50 employees.
The social partners are invited to work in particular on three axes: "
generalize the benefit of value-sharing mechanisms for employees, particularly in the smallest companies
", "
reinforce, simplify and ensure the articulation of the various mechanisms
" and "
direct employee savings towards major priorities of common interest
” such as responsible and solidarity-based investments or ecological transition.
In terms of the timetable for this negotiation, the government indicates that it "
plans to propose measures within the framework of the next finance bill
" presented Monday in the Council of Ministers or "
any other bill, if necessary for translate the results of the negotiation
”.

In this perspective, a return from the social partners would be desirable by November 1
”, indicates the letter, while specifying that the social partners can inform him of a deadline which would seem to them “
by mutual agreement
” more appropriate.
