In Barntrup in the Lippe district, two police officers ran over a cat with their patrol car.
The emergency services stated that they wanted to put the animal out of its suffering, as reported by the "Neue Westfälische" and the "Bild" newspaper.
It had previously been hit and seriously injured.
A veterinarian could not be reached quickly.
Now the public prosecutor's office in Detmold is investigating the violation of the Animal Welfare Act against the police officers.
Shooting the cat would have been too dangerous, police said.
The cat was lying on hard ground, so the risk of a ricochet was too great.
A local resident reported the police.
The incident happened at the end of August, as reported by RP Online.
