Transition Minister Roberto Cingolani said this at the end of the European Energy Council.
"We must realize and find a range between a minimum and a maximum in which there can always be a variation".
"There will soon be a proposal" from the main energy-eating countries, to provide the Commission "with the main points" to allow it to construct an accurate legislative proposal "before the meeting of the European heads of state on 6-7 October.
