This new system, which the Minister Delegate for Cities and Housing Olivier Klein outlined on Tuesday, October 11 on the sidelines of a symposium on the "Silver Economy", should see the light of day on January 1, 2024.

It will concern people over the age of 70, "with modest and very modest incomes in a preventive logic and with incentive aid to reduce the remainder to be paid as much as possible", announced the mayor of Clichy-sous-Bois (Seine- St Denis).

And will not be reserved for seniors who are victims of a loss of autonomy because the stated objective of the government is to be present upstream.

"85% of French people would like to age at home," pleaded the minister, recalling that "with 12,000 deaths per year, falls are the leading cause of accidental death among the elderly".

Adapting homes is an economic response to the prohibitive cost of hospitalizations and accommodation in medical facilities, places of which are already lacking, whereas "by 2030, the country will have 21 million seniors over 60, i.e. 3 million more than in 2019,” recalled the minister.

Defining “a housing diagnosis”

Like Ma Prime Rénov', this aid will bring together all the existing schemes.

It will be deployed by the National Housing Agency (Anah).

Among other things, it will be responsible for defining "a housing diagnosis" according to the specificities of housing and the fragilities of seniors as well as "protecting future beneficiaries, some of whom are very vulnerable, against the risk of fraud or poor workmanship" , says Olivier Klein.

However, two major unknowns remain: the budget allocated to Ma Prime Adapt' and the conditions for granting it (amount, cost and types of work targeted, etc.).

“Interministerial discussions are underway,” according to the Ministry of Housing, which is counting on details shortly.

In the meantime, Habiter Facile, Anah's existing aid, will have an additional envelope of 35 million euros in 2023 to double its strike force and finance up to 50,000 home adaptation files ( 50% of the total amount of works excluding VAT capped at 10,000 euros for the most modest households).
