After two days, the indictment of the
Prosecutor of Pescara
in the trial for the
29 dead of Rigopiano
, lives cut short by an avalanche on
January 18, 2017,
has come to an end .
Sentences for over
150 years
are being sought .
According to the indictment, the main perpetrators are the Municipality of Farindola and the Province of Pescara, plus the behavior of the Prefecture and the serious administrative shortcomings of the Abruzzo Region.
The highest penalty,
12 years
, was requested for
the former Prefect of Pescara, Francesco Provolo
, while
11 years and 4 months,
were requested for the mayor of
Farindola, Ilario Lacchetta
, and
6 years for the former president of the Province of Pescara, Antonio Di Marco
.
The accusation represented by the chief prosecutor, Giuseppe Bellelli and by the deputy prosecutors Anna Benigni and Andrea Papalia, pointed the finger at the
responsibilities of
municipal and provincial managers in the management of the emergency and the
disrupted road system
bad weather in those days, and on urban planning permits: the hotel had been built in an area notoriously exposed to avalanches and consequently should have been closed and the road cleared.
The activity of
the Abruzzo Region
was also investigated for the failure to implement and approve the
Avalanche Charter
: heavy requests for regional managers in what has been defined as
"a collapse of the system", indeed "a failure of the entire system" .
According to the reconstruction of the prosecutors, the behavior of the Prefecture is insufficient due to the lack of timeliness and effectiveness in the emergency, so much so that it is precisely for the former prefect Provolo the request for the most severe sentence, weighed down by the so-called sidetracking trend, which in the courtroom the head of the Prosecutor's Office Bellelli dismissed by underlining that "there are no great mysteries to be revealed today. There was - continued Bellelli - the serious inefficiency of the Prefecture, there are no great Italian misdirections: there is not an anarchist who falls from the balcony of the Questura, there are no traces that have disappeared from the sky of Ustica, there is no stolen red diary. We are talking about a provincial prefect who drops a request for help on deaf ears".
According to the public prosecutor's office, there are many widespread responsibilities: those of municipal, provincial and regional managers, for the road system and the avalanche map, for permits, for the former mayors of Farindola, for the technicians who did not certify the truth and also for the company that owns Rigopiano.

All the deficiencies in the prevention and prediction of avalanche risk, the omissive behaviors in reference to crimes such as disaster and manslaughter, injuries, forgery, many related to the responsibilities of the Civil Protection have been exposed.
Lower penalties have been requested for the minor executives of the Prefecture for the 'misdirection'.
