Maneuver, Chigi: 'Pos obligation to talk with the EU on the roof'

Palazzo Chigi in a note specifies that on the subject of the thresholds below which commercial establishments are not required to accept payments with payment cards, discussions are underway with the European Commission, the outcomes of which will be taken into account in the continuation of the procedure of the budget law.

The increase in the flat tax threshold from 65,000 euros to 85,000 euros has been confirmed, starting from the 2023 tax period, but this increase "is subject to the release of a specific derogation measure by the competent European authorities. This request, presented on November 4, is currently being examined by the competent European authorities".

This is what can be read in the explanatory report, as well as in the latest draft of the manoeuvre.

An EU directive already provides for the possibility of raising the ceiling to 85.

 GIORGETTI: 'RESOURCES WHERE THEY'RE NEEDED THE MOST'


The Government is committed to "directing resources where they are most needed".

Economy Minister Giancarlo Giorgetti said this to 'Lombardy 2030'.

"Since last summer-he said there is a high level of uncertainty which seems to spread also in the second part of the year".

THE NEW DRAFT OF THE MANEUVER


From the package of measures for high energy costs to fiscal measures, from infrastructures to justice, from pensions to health care.

These are some of the contents of the

new draft of the manoeuvre

, divided into 16 chapters and 156 articles.

The text, also enriched with technical and illustrative reports, also appears complete with rules that in recent days have been the subject of the latest filings, such as the Women's option and extra profits.

The maneuver is expected today in Parliament.

The women's option is extended for 2023, maintaining the obligation of a minimum of 35 years of contributions

, but with an increase in the leaving age to 60, which is linked to the number of children: it can be reduced by one year for each child, up to a maximum of two.

It is the rule contained in the latest draft of the maneuver, which recognizes this benefit under certain conditions: women who assist their spouse or relative with a disability;

have a civil disability, greater than or equal to 74%;

they are redundant workers or employees of companies with open crisis tables.

For the latter, the reduction to 58 is regardless of the children.

Cuts on wiretapping and prisons are coming, and InvestItalia, the control room at Palazzo Chigi on public and private investments created by the Conte I government, disappears. This is foreseen by the manoeuvre, as stated in the latest draft, in a rule on spending reductions , according to the objectives of the decree on the spending review of the Ministries approved by the CDM on November 4th.

From 2023, the costs of justice for interceptions and communications, according to the draft, are reduced by 1.57 million euros per year.

Some rationalization interventions relating to the Revenue Agency are also planned. 

One billion for the public sector to be allocated, pending the renewal of the contract, to a one-off payment for state employees in 2023. The latest circulated draft of the maneuver provides for this.

The indemnity is equal to 1.5% of the salary for the 13 months.

The revaluation of pensions by 'band' will guarantee savings in 2023 of 2.1 billion net of tax effects.

This can be seen from the technical report that accompanies the measure in the last draft of the manoeuvre.

The increase in minimum pensions costs 210 million, Quota 103 entails a greater burden of 571 million (which rises to 1.2 billion in 2024).

The extension of the Ape social costs 134 million and the so-called 'Maroni bonus' for those who choose to stay at work despite having met the Quota 103 requirements is worth 13.8 million.

The tax on extra profits becomes a "solidarity contribution" for 2023 in line with the EU regulation which authorizes emergency intervention against expensive energy.

The draft of the maneuver provides for a temporary levy for subjects who produce, import or sell electricity and gas in Italy and produce, import, distribute or sell petroleum products.

The contribution is 50% of the 2022 income which exceeds the average income for 2018-21 by at least 10%;

with the limit of 25% of shareholders' equity on 1 January 2022. 7 thousand companies are affected with a collection, as anticipated by ANSA, of 2.56 billion.

A new "Fund to combat soil consumption" is born, financed with 10 million euros in 2023, 20 million in 2024, 30 million euros in 2025 and 50 million euros a year in the two-year period 2026-2027: it reads in the last draft of the maneuver where the technical report shows the data of the latest Ispra report which "shows that, as of 2021, 2.15 million hectares of land have been transformed to create human assets and activities, corresponding to 7, 13% of the national territory", leading to an annual increase in land consumption of approximately "6 thousand hectares, corresponding to approximately 16 hectares per day".

CRITICISM OF THE CGIL


"It is a negative maneuver because it affects those who are worse off, it does not increase wages, it does not fight tax evasion, it increases precariousness. It is a wrong maneuver for us that must be changed. I think it is also necessary to reason in this sense on what to put in place to try to change it, above all it draws a series of interventions and a wrong vision of society", says the general secretary of the CGIL,

Maurizio Landini,
