This was stated by German Justice Minister Marco Buschmann after a meeting with his G7 counterparts.
The current attacks targeting electricity and heating supplies "in order to keep people in their apartments for a winter when temperatures could drop to -30 degrees Celsius" are "a terrible war crime," the minister said.
