(ANSA) - TUNIS, NOVEMBER 29 - "The 18-month mandate of the executive in Libya, i.e. of the government of national unity, has ended. The government led by Abdul Hamid Dbeibeh had specific missions: national reconciliation, elections, unification of institutions and satisfaction of the demands of the citizens, and it failed".
The speaker of the Tobruk House of Representatives, Aguila Saleh, told the press after meeting with the secretary general of the Arab League, Ahmed Aboul Gheit, according to the Facebook page of the president's media office.
"In the next few days an agreement will be reached with the Council of State on the file of sovereign positions", added Saleh according to which the change is necessary according to the same mechanism that was once adopted in agreement between the two Assemblies, noting that the Council of State is a body advisory and non-legislative.
There is a constitutional declaration in Libya, according to which the National Congress, the House of Representatives and the Constituent Assembly were elected.
So there is a constitutional basis, and there is a new draft constitution, which is currently in the proposal stage, according to Saleh.
As for sovereign offices, Aguila Saleh explained that the appointment or dismissal of people who occupy sovereign offices falls within the remit of the House of Representatives.
"The political agreement includes consultations with the State Council. More than a year ago in Bouznika (Morocco) an agreement was concluded with the State Council to change those in sovereign positions. The House of Representatives played its part in accordance with this agreement, but the Council of State is late".
Saleh added that he had recently met in Rabat with the president of the Council of State, Khaled Al Mishri and that he had agreed to activate the Bouznika agreement, underlining that there is a rapprochement between the two parties and that a consensus on the positions will be found in the next few days of government.
