One-off payment as a deduction in December: This is how emergency gas aid is available

In December 2022 there will be a one-time payment as a discount for gas customers from the state.
The emergency aid is intended to provide relief.
Berlin/Hamburg – The state will pay the gas bill and heating costs for consumers in December 2022 – the federal government decided on Wednesday, November 2nd, following a proposal by the Gas and Heat Expert Commission.
The emergency financial aid for gas customers, worth billions, is intended as a one-off payment or discount to help bridge the period until the gas price brake in Germany takes effect in February and the high energy costs are to be capped.

In order to reduce the effort, the federal government distributes the money at the top of the supply chain - from where it is to be distributed down to the end consumers.
This means that the gas supplier first receives the one-off payment as a deduction.
For customers who have a direct contract with the suppliers and regularly pay the agreed installment, the emergency aid does not mean a plus on the account, but simply that they do not have to pay any money to the gas supplier in December 2022, reports 24hamburg.de.
Specifically, in December 2022, final consumers of pipeline-bound natural gas who are [customers with standard load profiles] will no longer be obliged to make a contractually agreed advance payment or payment on account.

The standard load profile (SLP) includes customers who are referred to as smaller consumption points - i.e. private households, larger residential units and small commercial customers with moderate annual consumption.
Anyone who still voluntarily pays their deduction in December - accordingly also accidentally - will get their money back from the supplier with the next invoice, writes the Federal Ministry for Economic Affairs and Climate (BMWK) in an information message.

In the case of (district) heating deliveries, i.e. the heating costs, the heat suppliers decide how the relief for the customers works.
The important thing is that they are also obliged to compensate customers for their exact invoice or the deduction for December 2022 in one form.
The BMWK emphasizes that this must happen by December 31st.
How exactly they proceed is left up to the heat supply companies: they too can inform customers that their down payment is not due in the last month of the year.
According to the Ministry of Economic Affairs, however, they also have the option of first claiming the deduction and then paying it back.

But what does that mean for renters?
In most cases, they do not have a direct contract with a gas or heat supplier.
You also pay a monthly installment, but to the landlord as part of the payment for the rent including heating.

Most renters will have signed their lease before energy prices explode.
The monthly deduction will therefore still be moderate because significantly lower prices were expected when estimating the heating costs.
That means: With the utility bill in spring 2023, residents in a rental relationship will be faced with a hefty back payment because their advance payment was no longer enough to cover the actual costs.
It is precisely at this point that the financial relief from the federal government should also take effect for tenants: the federal government's measure obliges landlords to offset the payment with the final cost statement.
This means that the point in time at which the full force of the price increases would have hit the tenant in one fell swoop in the form of an additional payment is somewhat mitigated by the one-off payment for gas help.
Emergency gas aid: what exactly does the consumer have to do now?
If consumers have given their gas supplier direct debit authorization, they do not have to do anything else.
Then the supplier is responsible.
If consumers have placed a standing order, this would have to be changed for December.
Otherwise, the excess amount transferred will be offset in the annual statement.
If consumers make a monthly transfer themselves, they do not have to do this in December.
The special features mentioned apply to tenants and in homeowners’ associations (WEG): Here the landlord or the WEG must inform and the relief will then come as part of the heating bill in spring 2023.
Tenants whose deductions have been increased since February or who have concluded a new rental agreement since February can reduce their payment of the deduction accordingly or request a refund of the overpaid amount.
However, you can also remain inactive and receive the money in the course of the final cost statement.

For many, this means that the impending additional payment will at least not be quite as severe.
For some who may have heeded the numerous calls to reduce energy consumption, the federal government's cash injection from a small additional payment could even mean a small payment to the account in spring 2023 instead.
December emergency aid is intended to bridge the time until the gas price brake takes effect
The one-off measure is intended to make a significant contribution to helping consumers avoid financial emergencies in the cold winter months and is intended to bridge the phase in which the gas price brake - which is due to take effect from February - has not yet intervened to regulate high energy costs.
The BMWK therefore hopes: "The waiver of the advance or installment payment or the financial compensation in December serves to ensure that consumers already benefit from the relief this winter." 300 euros are paid into the pension recipient's account.
The federal government decided on the measure in a cabinet meeting on Wednesday, November 2, 2022.
The long-awaited successor to the 9-euro ticket, the 49-euro ticket, was also decided at the same time.
The 49-euro ticket is scheduled to go live on January 1st and will not only be valid in the HVV, but like its predecessor for local transport throughout Germany.
