"The country must give itself rules so as not to always make derogations, so that certain paths can be taken. It is not even a question of funds, because the funds are there. It is a question of procedures. Even the amnesties arise from the blockage of the system , from an administrative illegality that goes on. We distinguish between some amnesty situations and being in places where there is the risk of life. We need to have the courage to make a case-by-case assessment".
