Instead, the government will have to "achieve the objective of protecting workers' rights through a series of initiatives, starting with the activation of interlocutory paths between the parties not involved in collective bargaining, "to monitor and understand the reasons and causes of non-application" This is foreseen by the majority motion approved by the Chamber of Deputies with 163 votes in favour, 121 no (M5S, Pd and AVS) and 19 abstentions (the deputies of the Third Pole). The opposition texts were rejected: the presenters did not accept the reformulations proposed by the government.

In particular, the text commits the Government "to achieve the objective of protecting workers' rights not with the introduction of the minimum wage, but through the following initiatives: a) to activate interlocutory paths between the parties not involved in collective bargaining, with the objective of monitoring and understanding, through the punctual analysis of the data, reasons and causes of non-application; b) extending the effectiveness of the comparatively more representative national collective agreements, making use of the data that emerged through the fact-finding surveys previously carried out at national level , to the categories of workers not included in national bargaining agreements; c) start a process of analysis with respect to national collective bargaining agreements, which, especially in certain areas,involves a large number of workers, in the light of the frequent awarding of tenders which bear within them the concept of the best economic offer".

The government will therefore have to "implement a series of competent measures aimed at contrasting the so-called pirate contracts in favor of the broader application of collective agreements, with particular regard to second-level bargaining and the so-called proximity agreements; to favor the opening of a discussion table that ensures the full involvement of the social partners and the productive world on the crucial issue of policies aimed at reducing labor costs and reducing the tax wedge, in order to relaunch the economic development of companies, increase the employment and the purchasing power of workers; implement interventions and actions aimed at freeing up resources from other items of public expenditure to allocate them to the labor market and encourage theemployment which represents the driving force for growth in our country, as well as implementing a series of active policies aimed at guaranteeing a faster placement of young people in the world of work (for example, alternating between school and work).
