Motorized two-wheelers: the government wants a technical control for less than 50 euros

While motorcyclists demonstrate every weekend, across France, against the technical control of motorized two-wheelers, the government is advancing slowly on the implementation of this device.

The Ministry of Transport, in charge, opened a phase of consultation with the various actors in the file following the decision of the Council of State of October 31 to impose this measure.

Initially, the authorities had opted for alternatives to technical control, via a decree of July 2022 finally canceled by the highest administrative court.

In a white note dated November 22, that is to say without a header, sent to the Regional Directorates for the Environment, Planning and Housing (DREAL), the ministry recalls that the government " leads to the implementation of technical control" and that this will be "the least penalizing possible", as Clément Beaune, the Minister Delegate for Transport, has already stipulated.

As Le Parisien – Today in France mentioned on November 4, the government is still planning an implementation “by June 2023”.

It would be, according to this same note, a "simplified technical control with a significant reduction in control points compared to the number of control points applied to light vehicles and a progressive implementation in 2 stages with a visual control at the start then, a more thorough control involving the taking of some measures using dedicated equipment (example: emissions of pollutants).

What periodicity?

The other important point addressed in the note concerns the price.

The authorities want “the price of the technical control to remain as low as possible (it should normally be less than 50 euros)”.

"This price is tenable for controllers or managers who have good profitability linked to light vehicles, explains Bertrand Billaud, independent controller in La Roche-sur-Yon (Vendée) and president of technical control at the National Automobile Federation. .

There will be few investments to be expected, but I remind you that we are independent companies and that we set our prices.

The Ministry of Transport also wants the territorial network to be as dense as possible.

It is necessary that "users do not have to travel too long a distance to find a center", specify the writers of the note.

“For me, this requires the presence of 3,000 inspectors throughout France, says Roland Thévenoux, president of the SNCTA (National Union of Automotive Technical Inspections).

But before that, you have to train all these controllers.

It is the longest to set up even if those who have practice and approval would need 35 hours which would be added to the 175 hours already received.

This is achievable for implementation next June provided that the application texts are available at the start of the year and that the control is fairly light at first.

These famous texts of application of the circular of 2021 which specified the methods of the installation of the technical control are awaited after the phase of consultation.

“This is ongoing and nothing has stabilized at this stage,” the ministry told us.

At the end, we should then know more about the periodicity of the technical inspection even if the provisions provided for in the 2021 text should be retained.

Namely a first inspection within the six months preceding the expiry of a period of four years from the date of the first entry into service, then a periodic inspection renewed every two years or in the event of transfer of the vehicle (if the control did not take place six months before).
