The Ministry of Health revoked for half a year the license to practice medicine of Dr. Ahmed Badran, a general practitioner who performs liposuction and plastic surgery although he is not an expert in the field, causing complications and hospitalizations for at least seven women and one man whom he treated.

The members of the inspection committee did not spare criticism for the "losing conduct" of the doctor, who performed complex surgical operations, including anesthesia, without being an expert in them, thus endangering the lives of female patients and avoiding taking responsibility and treating their complications.

The doctor's license was revoked.

The cases were revealed in Israel Hayom, including the case of a 43-year-old woman from East Jerusalem who was hospitalized in the intensive care unit of the city's Hadassah Hospital for several months while her life was in danger, following infections and complications from liposuction performed by Dr. Badran in Ramallah.

In light of the large number of cases, the Ministry of Health appointed a special committee to discuss the suspension or restriction of Badran's license.

The Disciplinary Committee determined in Dr. Badran's case that "the complications described are extremely severe, resulted in significant morbidity and endangered the lives of the patients."

The committee members also noted that Dr. Badran performed surgical operations without understanding the medical implications and "without taking any medical responsibility in repeated complication cases." It was also noted that he performed surgical operations, some of which were under general anesthesia, without having the appropriate training. "All these Allegedly testify to faulty judgment and unreasonable risk-taking," the committee ruled.

Anesthesia is dangerous

The committee was chaired by Prof. Yehuda Skornik and its members are Dr. Yoav Gronovich and Attorney Aryeh Rutter.

The inspection committee was asked to discuss a case according to a clause in the doctors' order that allows a license to be revoked for up to six months in the event that a doctor caused the death or serious injury of a patient.

Dr. Badran has been a doctor since 2017 with no recognized expertise. From September 2021, the Ministry of Health received reports of seven female patients and one male who suffered complications as a result of liposuction he performed.

Regarding the resident of East Jerusalem who was hospitalized in intensive care, it is described in the disciplinary procedure that she suffered from seven perforations of the intestine as well as infection and widespread skin necrosis, and needed several surgeries.

Despite the findings and the hearings that were conducted for him, the members of the committee stated that "Dr. Badran is not cooperating with the control and investigation and was caught not telling the truth."

He operated clinics and carried out operations in them in violation of the law, putting the patients at significant risk.

It is further alleged that he misled the public when he used the title of "expert" when he was not an expert at all, and performed actions outside of his area of ​​expertise, as he was not familiar with the professional guidelines regarding liposuction. Moved to the Palestinian Authority

In October 2021, following audits of the clinic he operated in Nof HaGalil, it was found that he continues liposuction and his clinic was closed by an immediate administrative closure order.

At this point he moved his operation to the territories of the Palestinian Authority.

A summary letter from the Ministry of Health following the audit at the clinic states that Dr. Badran acts "contrary to accepted medical standards and contrary to the Ministry of Health's directives, in a negligent manner that endangers the lives and health of his patients, violates the Ministry of Health's directives, does not tell the truth in his testimony and acts in a deliberate lack of cooperation."

Among the deficiencies they presented to the Ministry of Health: performed the removal of moles and lumps of fat - when he does not send the samples for pathological examination as required, performs treatments for stomach contraction with an unapproved substance, deficiencies were noted in his clinic in sterilization processes and medicines were stored in a non-standard refrigerator together with drinks.

He did not maintain a medical record as required and did not sign his patients on a consent form for treatment.

After the closing of his clinic, Dr. Badran asked to transfer the laser device with which he performed liposuctions to a hospital in Ramallah. The Ministry of Health approved this only on the condition that it be used by a surgeon and an anesthesiologist that Dr. Badran specified in his request.

But the Ministry of Health presented the testimony of a doctor from Ramallah, who described that Dr. Badran himself operated the device.

A secretary in surgery instead of a brother

In a summary document prepared by Dr. Boaz Lev, who is in charge of disciplinary law at the Ministry of Health, it was noted that Dr. Badran "believes that in the operation of liposuction he does not have to use a brother, but he can have a secretary help him with this."

The inspection committee even criticized the Ministry of Health, which allowed Dr. Badran to transfer the liposuction device to the Palestinian Authority. "There was an apparent reason for placing an obstacle in it, as it was to contribute to the understanding that an operation that is prohibited in Israel is permitted in the territories of the Palestinian Authority," the committee noted.

Attorney Tami Ullman, Attorney Ahmed Div and Attorney Yaakov Shlomowitz who represent Dr. Badran responded: "This is only a temporary suspension, and we are convinced that he will soon return to his work as a doctor."
