The hearings in the Chamber on the economic maneuver at the joint Budget commissions of the Chamber and the Senate

Giorgetti, resilient economy, will regain momentum in 2023 -

"The economic performance continues to surprise in terms of resilience. Looking ahead, we cannot rule out a temporary drop in GDP in the first months between the year. However, they look further ahead, in the Assuming that there are no new shocks, we expect the economy to regain momentum during 2023 also thanks to the impetus of the Pnrr".

This was stated by Economy Minister Giancarlo Giorgetti in a hearing of the joint Budget commissions of the House and Senate on the budget law.

Bonomi, there is no vision of what is happening

- "What we believe is missing in this budget law is the vision of what is happening. We are all convinced that next year there will be a slowdown" warned the president of Confindustria, Caro Bonomi, in a hearing in Parliament.

"We need counter-cyclical interventions, strong interventions to support growth, low incomes and consumption", "interventions intended to create points of GDP in the country".

Not like the measures on cash and Pos which "are not anti-cyclical: we have never asked for it, we believe that they do not contribute even a point of potential GDP, not even a few decimals. They are political choices", "electoral" choices.

For us, the "laughable" intervention on the tax wedge "is a disappointment", underlined the president of Confindustria, Carlo Bonomi, in a hearing on the maneuver before the joint Budget Commissions of the Chamber and the Senate.

"But also on other measures we do not see attention to the growth of the country", and "we were struck by the fact that there is no attention to Southern Italy";

"We are in a position to hope that the war in Ukraine will continue in order to have the de-contribution in the South, and obviously it is not in anyone's heart to hope that a war will continue".

Uil, lack of direction, support income

- The maneuver "contains a bit of everything and a bit of nothing in the sense that it presents a set of measures which however lack an underlying vision", warns the Uil, in a hearing before the joint Budget Commissions of the House and the Senate with the confederal secretary Domenico Proietti.

"we would need a budget law that indicates a direction, above all by focusing on the need to support income from employment and pensions", he says, to face a 2023 which is "very complex from an economic point of view with a strong risk of recession: there is therefore a need to support incomes to give a breather to consumption".

Among the various points touched upon, the Uil calls for "a significant intervention" to cut the tax wedge for "

support payroll and pensions": on this front, says Proietti, "I believe that more should and can be done". He also proposes to reduce taxes on thirteenths and contractual increases and second-level bargaining. The Uil is critical of the flat tax and tax amnesty, "yet another hoax". And on the pension front, he indicates that quota 103 "meets the needs of early workers to a minimum". The abolition of the basic income is "wrong", the "minimum wage is needed as "help to counter low-paid work".

And there is, among other things, a "great lack of intervention for the South".

CGIL, does not respond to emergencies, is short-lived

- "Due to the condition that the country is going through, due to the recessionary framework that risks opening up in 2023, due to the wage emergency and the material conditions of the people, it seems to us that this maneuver does not respond but has a short-term stretch, in some cases very short" as for the support measures on energy costs which "expire in the first quarter".

The CGIL underlines this in a hearing before the Joint Budget Commissions of the Chamber and the Senate with the deputy secretary general Gianna Fracassi.

"These are essentially extensions of measures already contained in the aid decrees" or "symbolic measures that do not serve the country", such as on the taxman: "the opinion is negative on the fiscal measures".

"Reforms in pieces or small pieces do not convince us", no "amnesties".

AND'

a maneuver that also creates "conditions for an aggravation of the situation, such as health and education", says the CGIL, among other things, in a broader reasoning.

"There are no more resources for the South", not "on culture", and "on the instability it seems to us that there is even a retreat".

Cisl, good emergency but insufficiently expansive

- The Cisl's judgment on the maneuver is "articulated", with "important measures to deal with the emergency in support of workers, families and the production system, however, it risks still being weak and insufficient on the expansive side".

This was indicated by the confederal secretary Ignazio Ganga in a hearing before the joint Budget Commissions of the House and the Senate.

Among other things, the CISL is asking for a "new budget variance" to find more resources.

Among the various points, the CISL, like the CGIL and UIL, is also against the increase in the cash threshold and calls for "the maximum diffusion of traceable payments".

The opinion is "positive on the strengthening of employment incentives".

and "on the

industry we believe that there is little attention for a national industrial policy similar to that of other countries;

And we find no trace of the enterprise 4.0 programme". On pensions, "we do not agree with the way Option Donna has been configured", too many "limits envisaged". And there is "a negative assessment of the mechanism for calculating pension equalizations". a "questionable political choice": "lower pension benefits" need to be "more supported". The commitment for the South "is absent: it needs to be recovered". The measures against expensive energy are good, but limited to the first quarter of 2023: "We do not deny that that worries us."
