From expensive energy to fiscal peace, from bonuses to civil servants to IT spending reviews.

The Italian municipalities take into account the government maneuver and sound the alarm, asking for further support for over one billion euros.

In a document sent yesterday to the Budget commissions of the Chamber and Senate, Anci explained in detail what the main problems of the administrations are, also quantifying the funds or refreshments to be assigned to the mayors to avoid "problems with the budgets".

To cushion the disbursement for the bonus to civil servants scheduled for 2023, the Municipalities are asking for state funding of 400 million euros, while to deal with the removal of tax bills up to 1,000 euros, they are asking for an allocation of at least 80 million EUR.

In the document, presented to the commissions by the mayor of Novara Alessandro Canelli, the Anci also underlines the insufficiency of resources to ensure the invariance of the 2023 Municipal Solidarity Fund compared to 2022. For this reason it is requested to abolish the cut of the so-called spending review information technology, a reinforcement of the corrective on the Fund of 50 million euros and the consolidation of the contribution of 50 million euros in favor of small municipalities in depopulation.

One of the most 'bodied' voices

of the document concerns local public transport for which not only support of 200 million euros is requested but also the suspension of the regulations which oblige local authorities to make immediate provisions in the event of losses of the companies they own.

As far as energy costs are concerned, however, the Anci records a 'gap' of approximately 600 million between the funds made available to the government (990 million) and the 1,600 million foreseen in municipal expenditure for 2022. A difference that the mayors have managed to fill up autonomously for the current year, but which will then have to be monitored for 2023. For this reason, the Anci is asking to activate a technical comparison table on the model of the one for the Covid emergency, capable of monitoring the price trends and the effects on the balance of local authorities.
