If eviction-construction procedures take an average of 12 years, a pilot launched in Netanya proves itself: it took about three and a half years for "Yim Hatzairah" - the first eviction and construction project approved by the Commission for Planning Preferred Housing Complexes (and TML), to get on the road , and thus it became the first construction evacuation project in Israel on the fast track for approval. This is one of the largest construction evacuation complex in Netanya, which is a successful model for hundreds of similar projects.

As part of the "Young Days", 872 new apartments will be built in 14 new buildings at the expense of eight old buildings, with the amount of investment in the project estimated at approximately NIS 800 million.

"Yim HaTsa'ira" of the "Yuvali" group, as it is called - in an aerial view is the continuation line to the prestigious and well-known Ir Yamim neighborhood.

The project will include buildings of 24-9 floors as well as approximately 250 square meters of public areas. 20% of the apartments in the project will be small apartments, and 100 apartments are intended for long-term rental. In the first phase of the project, 112 apartments were evacuated, in their place 480 new apartments will be built in Shiva buildings. Later, 96 more apartments will be vacated and demolished.

The complex is located between Zalman Shnior and Keren Hayesod streets, adjacent to the Ir Yamim neighborhood and a short walk to the sea, and spreads over a total area of approximately 28 dunams. The project will also include an underground parking lot on two levels.

Mayor Miriam Fierberg Icher: "This is the first project in Kiryat Nordau and it is already being talked about all over the country. Land values have climbed up, and it is expected to become one of the leading neighborhoods in the city."

Einat Ganon, Deputy Director of the Urban Renewal Authority: "This is an exciting day for the residents of the neighborhood, that the first program is being launched.

This is the first plan that has been approved in Israel, at a record pace of about half a year, thanks in part to the fact that the Urban Renewal Authority had previously drawn up a plan for the entire Kiryat Nordau neighborhood, which formed the planning infrastructure for the rapid advancement of the one-point housing development for the complex."

She further added: "Hundreds of families in old housing buildings will be awarded a new apartment with air conditioning and an elevator, with renewed infrastructure and a living environment that will undergo a significant facelift.

The success of the plan is the product of full cooperation between the state, the municipality and the tenants who have mobilized in an admirable way so that the vision of urban renewal is realized on the ground."

Roi Harel, entrepreneurial manager at Yuval: "The Yamim HaHatsaira complex is part of a broad plan for urban renewal in Netanya. Thanks to fruitful cooperation with the municipality and the residents of the neighborhood, and thanks to the prioritization of the project by the state, we were able to reach the stage of demolishing the old apartment buildings that are prone to falling down, and establish a new and modern project for the benefit of the residents of the place and the entire settlement. Increasing the number of housing units in the neighborhood will allow positive migration to the neighborhood adjacent to the sea. The tenants who vacated their old apartments will move to live in new, spacious apartments and will enjoy a higher quality of life."
