in the face of all the grandiose construction plans of the new government in the territories of Judea and Samaria - and against the background of the disaster that occurred today at the construction site in Givat Ze'ev - it turns out that labor and safety laws do not exist at all beyond the green line, while thousands of construction sites, including tens of thousands of construction workers , are conducted on a daily basis without supervision and control at all.



That is, until a disaster occurs and then the police's level unit is called to the site, accompanied by inspectors from the state's labor branch. Until then - there is no one to enforce the safety laws in the field, and it seems that anyone will do as they please.



The Ministry of Labor also admits that the safety laws are not in their area of ​​responsibility beyond the green line.

This raises more difficult questions in view of the intensive construction that the state is planning to do now under the guise of the new government.

"It's no wonder that nine-story scaffolding collapsed," says lawyer Eldan Danino, an expert in safety in the construction and corporate liability industry, and a former attorney who oversees the safety field today. Nobody cares that a disaster occurs."

"An absurd situation, which cannot be put up with in any way"

First, at construction sites located beyond the green line, such as Givat Ze'ev, the work safety legislation does not apply at all.

As a result of this, no enforcement activity is carried out by the Ministry of Labor and the Safety Director.



In practice, it is about the state's lack of control and lawlessness in these unsupervised construction sites.

It should be noted that the safety norms applicable in the territories of Israel do not apply beyond the green line.



If that's not enough, not only is there no enforcement during the routine days of the safety manager at these sites, but when an accident occurs, as happened today in Givat Ze'ev, inspectors from the safety manager at the Ministry of Labor arrive at the site and investigate the incident.

"This is about populism and an absurd situation, which cannot be put up with in any way," says attorney Danino.

Even in the builders' association of the builders of the country, they express a lack of knowledge about what is happening in matters of enforcement and supervision beyond the green line.



The Construction Industry Safety Headquarters of the Contractors Association and the Foundation for the Encouragement and Development of the Construction Industry stated:

"We share in the grief of the families of the two workers who were killed today at the construction site in Givat Ze'ev and send wishes for a full recovery to the injured. This is an unusual accident that should not have happened. However, we note that the construction and infrastructure industry is in three The last few years in the process of changing the safety culture which is evident in many construction sites in Israel. The data of the government's safety director indicate a prolonged decrease in the number of fatalities in the industry from 40 in 2019 to 25 this year.
