The recommendations of the conclusion of the Creative Industries Conference launched by the Ministry of Culture in cooperation with the Higher Commission for Scientific Research and the Syrian Virtual University focused on the importance of launching a national program in the Ministry of Culture in cooperation with all concerned parties, to support and promote creative industries, supervise its implementation steps, and develop a national strategy to revitalize and activate these industries. .

The recommendations indicated the need to work on localizing the concept of Syrian creative industries according to the Syrian reality, increasing activities, events, meetings and workshops to introduce the creative product or products, stressing the need for integration between knowledge-generating and investing entities, deepening the culture of integration and collective and creative work, and creating support and investment funds for these. industries, and securing new incubators for creative crafts in various sectors that accommodate creators and provide technical support to them, and work to develop the legislative environment supportive of creative industries, stressing the importance of capacity building and linking educational institutions and the labor market and supporting small, medium and large projects, and emphasizing the need for a creative media case to promote creative product.

The recommendations concluded with the necessity of linking the creative industries and their consuming markets in all sectors, by finding new paths for production, distribution and consumption of creative goods and services, promotion and marketing of them in traditional ways and through modern technical media both internally and externally, and working to transform the national economy into a knowledge-based economy that helps in The emergence of creative industries to ensure sustainable development, and the creation of global mechanisms and standards to measure and evaluate the quality of the creative product.

During the first session of the second day of the conference, which was moderated by the critic Saad Al-Qassem under the title (Creative Industries in Syria), the Assistant Minister of Information, Ahmed Dhawa, stressed that the media work in itself is a creative work in all its aspects, as the role of media institutions is limited to the creative industries in two directions. The first is related to the production of media content. Keeping abreast of the development in the world of media and communication and diversifying media materials and messages, in addition to the need to secure the correct environment and methods of creative thinking for the collective effort within media institutions and to secure technical and technical equipment and scientific knowledge for creative cadres in media work, while the second trend is the need to promote creativity and receive the work of creators and develop media curricula It produces creative content and manufactures tools that contribute to the delivery and transmission of this content to the widest target segments.

Head of the Syrian Publishers Union Haitham Al-Hafez talked about the services that publishing houses perform in the creative industry through the development of the publishing industry and the compatibility between publishers and government agencies, stressing that the continuity of these industries requires an integrated national and cultural vision, while Imad Jalloul, Director General of the Directorate of Theaters and Music in the Ministry of Culture, reviewed The Directorate's work and the need to develop its performance and compete with private companies in the field of drama production to suit the artist's obsession with the speed of spread and reach, pointing out that the Ministry of Culture launched two projects to support youth theater and youth cinema, which highlighted distinguished young directors.

The leader of the Syrian National Symphony Orchestra, Maestro Misak Baghboudrian, called for the need to develop a rehabilitation plan for creators in Syria and the existence of an environment that embraces the Syrian author and secures an income for him and supports his personality, stressing the importance of evaluation and objective criticism of any musical producer in order to help improve and develop the level continuously.

In the axis of (National Pillars for Creative Industries in Syria), Dr. Khalil Ajami, President of the Syrian Virtual University, spoke about the creative industry (the fourth generation of industry) and the challenges of the intellectual system, stressing that the knowledge-based economy and the creative economy constitute a basis for economic and social development in countries suffering from crises. economy and lack of resources.

The legal advisor to the Ministry of Culture, Attorney Bashir Ezz El-Din, referred to the national legislative environment for creative industries and their concept, and indicated that these industries represent that type of economic activity that is based on the exploitation of creative assets that can generate economic growth and lead to economic development, whether in heritage, arts or media. media or job creations.

Dr. Basil Younis from the Faculty of Engineering at the University of Kalamoon reviewed ways to enhance the role of Syrian textile industries as a local creative industry, indicating the importance of encouraging innovation in fashion and enhancing its role as local creative industries, searching for distinguished creators, sponsoring and supporting them, documenting their experiences and expertise, fighting counterfeit goods, providing information about intellectual property rights and following up on the development of Skills, facing the shortage of raw materials for the textile, clothing and leather industries, and focusing on environmentally friendly textiles.

The closing session, which was moderated by researcher Reem Ibrahim from the Living Heritage Program at the Syrian Trust for Development, dealt with (the importance of Syrian heritage in creative industries), where Dr. Qusai Ajeeb, a professor at Damascus University and a board member at Al-Assad Library, explained the importance of heritage in the knowledge industry and benefiting from creative industries. Taking the electronic thesaurus of intangible heritage as a model in retrieving the sources of this heritage as a tool for information retrieval that is difficult for individuals to do without the support and adoption of governmental and private institutions, calling on those interested in the field of Syrian intangible heritage to complete the project of this thesaurus and form the specialized committees for it of professionals and specialists.

Engineer Rola Aqili, Director of the Intangible Heritage at the Ministry of Culture, reviewed the creative industries and the strategic plan of the Ministry of Culture and its objectives, with regard to embracing, supporting and nurturing creators, disseminating their intellectual and artistic production, enhancing their role in the survival of the cultural identity of society, protecting and preserving tangible and intangible cultural heritage, confronting extremist ideology, and making culture one of the tributaries of the national economy. Meanwhile, researcher Rasha Barhoum of the Living Heritage Program emphasized the important role played by the Secretariat in supporting creativity, pointing to the role of cultural heritage organizations in the field of creative industries and cultural creativity in the Convention on Forms of Oral Expression at UNESCO in 2005.

And in the axis (the importance of integration between the authorities concerned with creativity and cultural institutions for the development and advancement of these industries), which was presented by the Director General of the Higher Commission for Scientific Research, Dr. Scientific research bodies and coordination among them at all levels and fields, stressing the need to strengthen the link and interdependence mechanisms between scientific research bodies and the public and private production and service sectors requesting and benefiting from scientific research.

The conference concluded its work through the axis of “State support for creative industries in Syria” (existing capabilities and initiatives). With regard to antiquities, Nazir Awad, Director General of Antiquities and Museums, spoke about the important role of museums in protecting and preserving tangible and intangible heritage by displaying archaeological finds and discoveries in archaeological sites in their museums. On the other hand, writer Mahmoud Abdel Wahed considered that cinema is one of the typical examples of the state’s cultural support, in which film production constituted a unique case of the cultural industry, pointing to the increase in the number of films with the beginning of the war on Syria.
