Maneuver: bipartisan agreement, shared amendment on the south

First bipartisan political agreement on an amendment to the maneuver concerning the Mezzogiorno chapter.

Three proposals presented by the Pd, one from the M5s, one from Forza Italia and one from Italia viva, according to what we learn, have in fact merged into an amendment - which will soon be filed with the Budget Committee in the Chamber - of the rapporteurs, signed by the groups of majority and those of the opposition involved, which follows the amendment presented yesterday by the government

for the one-year extension of Investimenti Sud until the end of 2023, with the addition of the provision of the agreement with the Conference of the Regions.

"The third package of amendments from the government should arrive tonight at 7.30 pm and at 9.30 pm Minister Giorgetti will speak in the commission".

by the leader of the Democratic Party in the Chamber, Debora Serracchiani,

after the Bureau of the Budget Commission which is examining the manoeuvre.

In the morning the oppositions had asked that Giorgetti's speech be brought forward to the afternoon. 

"The maneuver never has easy approval:

we are all doing our job, but I think we did our best, in the conditions and within the times they had, to give parliament the opportunity to have time to evaluate it. I remember that the a government that was not born in October but presented the maneuver on November 20 in February. We were also very willing to evaluate the merits of the individual proposals that arrived. And if there are good ones, there is no problem going into them further

. the government must be the government and the opposition the opposition".

"That is an objective of the Pnrr and therefore we are negotiating it with the Commission.

According to majority sources, however, there is talk of canceling the rule introduced in the maneuver or lowering the threshold beyond which fines are triggered for traders who do not accept electronic payments from 60 to 30 euros:

these are the two solutions on which the government is apparently thinking about the question of the Pos. Meanwhile, the same sources explain, a

dialogue between the majority and the opposition on some issues, such as the Women's Option:

in the event of an agreement, the solution could end up in an amendment by the rapporteurs signed by all, or almost all, of the groups.

Meanwhile, the first real news is appearing, from

the bonus for the purchase of 'green' houses

to the new changes on extra profits, up to the

agreement on minimum pensions at 600 euros for the over 75s

, on which Forza Italia has pushed above all.

further tightening of the citizen's income is

taken for granted , reducing the months of subsidy from 8 to 7 and saving around 200 million.

But the work in the commission agitates the opposition, which stigmatises the government's attitude and obtains the arrival of Economy Minister

The long-awaited government amendments, initially promised for the morning, only begin to arrive in the evening.

But they only concern two issues, taxation and local authorities.

The more "substantial" part is postponed to Sunday.

To encourage the recovery of the real estate market, the deduction of 50% of the amount paid for VAT is available for purchases of highly energy-efficient houses (in class A and B) made by 31 December 2023.

Then change the rule on extra profits.

The audience is shrinking, despite the fact that the tax has not yet given the desired results: it will only affect those who have at least "75% of revenues" from the production and sale of electricity, gas and oil products.

A move with which "the government is getting itself into trouble by cutting another 50 million", warns the group leader in the Avs commission Marco Grimaldi.

However, the arrival of the amendments disappoints the opposition.

They are partial, limited to the issues of the tax authorities and local authorities, and are not even stamped, they attack from the Democratic Party to the Third Pole, passing through the M5s and Avs, irritated by the presentation of the amendments in the form of "notes".

"The majority is blocking the works, they are not producing opinions, the Government is at a standstill. So there is a real risk of the provisional exercise", they arise from the Third Pole.

"The opposition is obstructing but we too are complicating our lives a bit - a minister extends his arms -. In any case, we will close the maneuver in time, we have to work at Christmas and on Christmas Eve".
