The maneuver changes again, high tension in the Chamber

2022-12-20T09:53:33.274Z

The work of the Budget Committee, which has not approved any amendments, has been interrupted: it will meet again at 1 pm. The goal is to close around 5 pm and in that case, the arrival in the Chamber, expected at 1 pm tomorrow, could be postponed by a few hours ( HANDLE)

At dawn, after eleven hours, the session of the House Budget Committee on the maneuver ended,

in which no amendments were approved

.

In the last four hours work has been suspended due to negotiations between the government and the majority and opposition groups.

The amendments of the rapporteurs, explain parliamentary sources, have not yet been filed.

The president of the commission, Giuseppe Mangialavori, reopened the session at around 6.20 to announce its closure.

The bureau is convened at 13, then the commission will meet again at 14

.

Therefore, there is a risk of lengthening the time for the approval of the maneuver in the Chamber by at least a few hours.

The goal, government sources explain, is to close the exam in

the commission today around 5 pm, and in that case the arrival in the Chamber, scheduled for 1 pm tomorrow, could be postponed by a few hours to the afternoon.

At that point, according to the same sources,

the request for a night session in the Chamber of Deputies between Thursday and Friday is not excluded

.

Meetings between the government, the majority and the individual opposition groups took place yesterday afternoon.

"Those who evoke the provisional exercise are looking for the provisional exercise - said Prime Minister Giorgia Meloni - As far as we are concerned, we are going ahead and I feel like guaranteeing that there will be a budget law on schedule".

Pos, Consumer Movement: 'Homeless use is beneficial for everyone'

We are once again being able to pay even for a coffee with the POS, the possibility of changing the variable rate to a fixed one arrives, the meshes of the revaluation of pensions for middle incomes are widening.

But there are also ad hoc rules for wiretapping and a first step on Lep for autonomy.

These are some of the novelties that take shape in the budget maneuver in the light of the changes envisaged in the amendments finalized by the government.

POS

.

Skip the cap on digital payments: the limit of 60 euros within which merchants could refuse transactions with ATMs and cards is abolished.

However, a fund is also being worked on with the banks to provide refreshments for traders: the system should be that of tax credits.

PENSIONS.

The revaluation of pensions between 4 and 5 times the minimum (about 2000-2500 euros) rose from 80 to 85%.

But for the higher ones, the brackets are reviewed with a reduction in the percentage.

The minimum pensions for the over 75s will also be raised to 600 euros, but only for 2023.

WOMEN'S OPTION

.

The restriction introduced in the maneuver does not change: the pension advance rises to 60 years, which can be reduced by one year for each child and up to a maximum of 2 years, and is only for three categories of female workers (caregivers, at least 74% disabled and fired or employees of companies in crisis).

FAMILY ALLOWANCE AND LEAVE

.

For households with four or more children, the flat-rate monthly increase rises from 100 to 150 euros.

The parental leave allowance also increases, from 30 to 80%, for an additional month within the sixth year of age of the children: both parents can use it, alternatively.

MORTGAGES.

Here comes the possibility of changing the mortgage rate from variable to fixed.

But only for mortgages originally not exceeding 200 thousand euros and for those who have an ISEE not exceeding 35 thousand euros and who have not had late payments.

WEDGE

.

The income threshold within which employees can benefit from the 3 percentage point cut in the wedge rises from 20 to 25 thousand euros.

It is worth over 500 million.

INCOME.

The monthly payments for subsidy recipients are reduced from 8 to 7.

To encourage their return to the labor market, the maximum threshold for the exemption from the payment of social security contributions by employers who hire the beneficiaries of the income on a permanent basis is raised from 6,000 to 8,000 euros.

SUPERBONUS

.

The extension to 31 December 2022 to be able to benefit from the 110% applies only to condominiums, but on condition that the shareholders' resolution which approved the execution of the works was adopted before 18 November 2022.

COMPANIES

.

More funds are arriving, amounting to 150 million for 2023-26, for Nuova Sabatini for SME investments.

Measures are also envisaged to support the competitiveness of Italian companies.

SPORTS AND FOOTBALL

.

For sports clubs, the tax payments suspended due to the health emergency can be paid either in a single solution by 31 December 2022 or in 60 equal installments, with a 3% surcharge.

CIGARETTES

.

Softer price increases for cigarettes (about 10-12 cents more instead of 20 for a pack) but tighter on cigarettes, with an average increase of about 40 cents.

EXTRA PROFITS

.

The tax is applied only to companies with at least 75% of revenues from energy.

Furthermore, VAT on district heating is reduced to 5%, while that on pellets drops to 10%.

EQUAL

.

There is an increase of 30 million from 2023 in the contribution for equal schools.

APP18.

The change is not yet black and white, but a review of the bonus for eighteen year olds is awaited, with an Isee roof.

RECRUITMENTS

.

Hiring surge in ministries.

The employment of 520 units is authorized for the Ministry of Foreign Affairs.

Recruitments also for the Ministry of Defense and funds also for the increase in the number of police forces and firefighters.

COVERS

.

In addition to the squeeze on income, coverage is also guaranteed by the increase to 16% of the tax on the purchase of shareholdings and building land (253 million) and by the extension to 2024 of gaming concessions (275 million in two years).
