Buying a new apartment? Not before you check its energy rating - voila! Real estate

For the first time in Israel: after electrical appliances, from now on apartments also have an energy label. The rating will allow buyers to check whether the apartment is energy efficient, and thus understand the savings potential

The Ministries of Construction and Housing, Energy and Environmental Protection announce: Starting this week, for the first time in Israel, it is mandatory to present an energy rating for new apartments.



This week the amendment to the sales order came into effect, requiring the presentation of the energy rating of new housing units in the specifications of the sales law.

These are regulations initiated by the Ministry of Energy, in a joint process with the Ministry of Environmental Protection and the Ministry of Construction and Housing.

In doing so, Israel joins the 27 countries of the European Union that have also established a similar obligation in legislation.



The regulations are designed to determine an energy rating for housing units and require developers to present it when purchasing a new apartment.

As part of the regulations, the developer must report the rating to the Ministry of Energy's computerized system.

This move will help promote energy savings and efficiency in the construction sector.



The developers will be required to present the energy rating of the apartment to the buyers.

This is similar to the energy rating of electrical products, from A+ to the F rating, the higher the housing unit's rating is and the closer it gets to the A+ rating, the greater the savings in energy and money for the tenants.



The rating method is intended to reflect to the buyers of the apartment the future energy consumption in it, and will help them, in the most significant transaction of their lives, to take into account the expected energy consumption, as part of the variety of considerations when purchasing the apartment.

A high rating can save about 30% of the energy consumption in the apartment for heating and cooling, when the rating label itself will appear in the contractor's specifications.

As part of the entry into force of the amendment, the Ministry of Energy, in cooperation with the Israeli Green Building Council, held a professional conference on the subject, with the participation of consultants, entrepreneurs, and planners engaged in green and sustainable construction.

Introducing the housing unit's energy rating label is a complementary and meaningful consumer move that joins the green building revolution promoted by the Ministry of Environmental Protection in recent years.

In this framework, binding instructions were set for the construction of buildings in accordance with the requirements of the Green Building Standard which came into effect in March 2022. The



regulations will contribute to transparency in the construction industry in Israel, will help citizens compare the energy consumption of apartments in a simple and efficient way, and will promote construction that will ensure a good quality of life alongside energy savings.



The energy rating of the housing unit expresses the planning level of the shell components and various components of the structure, according to the climatic zone in which it is located.

The regulations deal, among other things, with the design of buildings in an optimal way for future electricity consumption, where the rating takes into account the thermal insulation of the building, the size of the windows in the unit, the quality of the glass, the location of the building and the ability to utilize sunlight.



The Ministry of Energy explains that about 30% of the total electricity consumption in Israel is carried out in residential buildings, therefore, it is of great importance to build efficiently in terms of energy consumption.

Proper construction, as mentioned, can save energy and money for the tenant.

This move is also part of the goals of the energy sector for 2030 as stipulated in the national plan for energy efficiency that the ministry promoted and approved in government decision 541 of October 2021.

Ron Eifer, Director of the Sustainable Energy Division at the Ministry of Energy:

"The rating obligation that is now coming into effect is intended to reflect to the apartment buyers the future energy consumption in them, thus helping them in the decision-making process in one of the most significant transactions of their lives. The rating will help to compare the energy consumption of apartments in a simple and efficient way and will indicate Also for a better housing quality that is reflected in better natural lighting and ventilation. This step joins a series of other moves by the Ministry of Energy to promote efficiency and energy saving in buildings."



Ran Avraham, Director of the Green Construction, Standards and Labeling Division at the Ministry of Environmental Protection:

"Introducing an energy rating label for apartments in combination with green construction will allow Israel and the public to save on electricity consumption and the need for its production in a way that will help reduce the greenhouse gas emissions of the buildings sector. All this, in accordance with the commitments of the international Israel's nationalism to reduce damage to the climate."



Amit Grady, Sales Law Commissioner at the Ministry of Construction and Housing:

"We continue to protect apartment buyers by handling the Sales Law in all the various aspects it deals with. Cooperation with the Ministries of Energy and Environmental Protection resulted in a correct revision of the Sales Law specifications which will provide the buyer with important information for Buying a new apartment and will help the buyer make a decision."
