Emilia Romagna is the region at the top of the Gimbe Foundation ranking for the provision of services guaranteed by the essential levels of assistance, the minimum condition of assistance that should be provided throughout Italy in the same way, and which instead

continues to register profound differences

.

In last place Sardinia.

The Gimbe Foundation has published a new report that analyzes ten years (from 2010 to 2019) of the results of the so-called "Lea grid", the method by which the Ministry of Health monitors the healthcare offer of the Regions to citizens through a group of indicators .

A real health report card, explained Nino Cartabellotta, President of the Gimbe Foundation "which allows the identification of Regions that have passed (compliant), therefore worthy of accessing the share of the rewarded funding, and rejected (defaulting)".

The Emilia Romagna region manages to guarantee 93.4% of the obligations by the structures of the National Health Service, while Sardinia stands out in the queue, which guarantees just under half, 56.3% exactly.

Among the first 10 Regions also Tuscany

(91.3%), Veneto (89.1%), Piedmont (87.6%), Lombardy (87.4%), Umbria (85.9%), Marche (84, 1%), Liguria (82.8%), Friuli Venezia-Giulia (81.5%) and Trento (78.8%).

In the last 6 places, in addition to Sardinia, Bolzano (57.6%), Campania (58.2%), Calabria (59.9%), Valle d'Aosta (63.8%) and Puglia (67.5% ).

Italian healthcare therefore confirms many disparities

and also according to the New Guarantee System (NSG), the method for monitoring compliance with the Lea (Essential Levels of Assistance) tested on an experimental basis for 2019, as many as 6 Regions are in default: the Calabria does not reach the minimum score in any of the three areas;

the Autonomous Province of Bolzano in two areas and Valle d'Aosta, Molise, Basilicata and Sicily in a single area.

Even if the Nsg does not provide for the calculation of a total score to evaluate compliance, by adding the scores obtained in the three areas, a ranking emerges similar to that obtained with the Lea Grid, where the Emilia-Romagna Region confirms itself in first position.

"Without a new season of collaboration between the Government and the Regions and a radical change of course to monitor the disbursement of the Lea - explains the president of the Gimbe Foundation, Nino Cartabellotta - regional inequalities and health mobility will continue to dominate and the post code of residence of people will affect the right to health protection".

A situation, Gimbe points out in his analysis, "that clashes with the principles of equity and universalism of the National Health Service, recently reaffirmed by Minister Schillaci according to whom it is 'a priority to overcome territorial inequalities in the health supply' so that 'all citizens have the same opportunities, regardless of where they were born or reside and their income".
