The Supreme Court ruled that the government company NTA, which is responsible for planning the metro project in Gush Dan, must explain why it decided that the M3 line would pass through the area of ​​the Beilinson Hospital, while ignoring the hospital's warnings about the consequences of the project - and without examining the professional position of the Ministry of Health regarding the location of the station and the execution works, and their effect on the functioning of the hospital.



We recall that the plan for the construction of the M3 metro line in the Gush Dan metropolis was approved last June by a decision of the Committee of Ministers for Internal Affairs. With the approval of the decision, petitions were submitted by the Petah Tikva municipality, as well as residents of the city's Neve Oz neighborhood, who sought to change the the station route and to examine other alternatives on the Derech Rabin route.



The petitions argue that the planning was done in a way that is neither fundamental nor comprehensive.

According to the petitioners, the investigator, the subcommittee, the hospital and the government were not presented with all the alternatives and consequences for the purpose of approving the route that was approved, no alternatives to the offending route were considered, when the only consideration that was considered was the accessibility of health services, and hence it was decided to establish the station at the entrance of the Linson hospital.

The hospital's concern is what may happen during the construction period - the effect on the functioning of the hospital, the effect of vibrations on the medical equipment, noise and pollution, as well as how the traffic to the hospital will be.



Also, with the petitions, alternatives were submitted and proposed, while providing alternatives that are accepted abroad and bringing expert opinions, with the aim of changing the train route slightly, with the main thing being the relocation of the metro station, which is planned to pass through the hospital complex, to a route that is about 200 meters from the hospital, and maintain the desired accessibility to the hospital.



Although the Belinson Hospital did not submit a petition, it joined as a respondent to the two petitions mentioned above, and even accepted the alternatives proposed by the residents and the Petah Tikva municipality, since this is an area estimated, as mentioned, to be approximately 200 meters from the hospital and will allow the continuation of The state, on the other hand, rejected the petitions and claimed that there was no flaw in the planning.



It should be emphasized that a hospital in Linson was involved in the planning, when at first they proposed to put the station in another place, then for reasons that are not clear, the route was changed and approved.

The approved metro route is the tunnel route that connects the "Kfar Ganim" station to the south and the "Belinson" station to the north and will pass under the Neve Oz neighborhood and the Belinson hospital.

The route turns east at the Yitzhak Rabin/Haika Grossman intersection under the Neve Oz neighborhood, passes under Oren Avi Street and continues under Amsterdam Street.



In addition to moving the metro station from the area of ​​the hospital, the Petah Tikva municipality requests in petitions to examine other alternatives along the Rabin road route - among other things, the municipality preferred to build a station near the planned employment area in Ramat Siv and thereby achieve two main things: preventing a bend in the line, preventing the passage of buildings in the neighborhood Neve Oz and difficulties in crossing the line through the hospital.



The residents' petition focuses on moving the tunnel route leading to the Beilinson station under their houses, while referring to three alternatives, one of which is an alternative through Rabin.

The petitioners also proposed the Denmark alternative (can be seen in the petition) and the Soroka alternative.
