Flat tax, youth card, pensions and Pos: the measures of the maneuver in pills

Green light in the Chamber for the budget law, from 27 December in the Senate. Here are the measures: against expensive energy in primis, tax wedge, justice and autonomy as well as 10 methods of regularization in the tax truce (ANSA)


Measures against expensive energy in the first place, but also tax wedge, pensions, justice and autonomy as well as ten different methods of regularization in the so-called tax truce.

The budget law approved by the House arrives at the last mile and then passes to the Senate on December 27 for final approval.

Here are the main measures in pills.

ENERGY -

In 2023, funds will be allocated to support families and businesses covered by the budget variance for 21 billion euro against the cost of energy.

Cutting the improper costs of bills for everyone and a strengthened social bonus (the Isee ceiling goes from 12 to 15 thousand euros) for the poorest groups.

Higher tax credits for energy-intensive and gas-intensive companies.

EXTRA PROFITS -

The maneuver introduces an extraordinary contribution for 2023 for those who produce, import, distribute or sell electricity, natural gas or petroleum products.

The tax is applied only with at least 75% energy revenues.

CUT OF THE WEDGE -

Contribution exemption of 2% confirmed for incomes up to 35 thousand euros.

The cut rises to 3% for lower incomes: the 20 thousand euros set in the maneuver exiting the CDM rise to 25 thousand euros.

Productivity bonuses up to €3,000 are taxed at 5%.

FLAT TAX -

For self-employed persons and VAT numbers, the flat tax is extended to incomes up to 85 thousand euros and an incremental flat tax arrives at 15% with a deductible of 5% and a maximum ceiling of 40 thousand euros.

TAX TREGUE -

There are ten different methods of regularization envisaged by the maneuver for the so-called tax truce, from the removal of files up to one thousand euros to the facilitated definition on automated checks of returns to the special repentance of tax violations.

FINES -

The Municipalities are allowed not to apply the cancellation of the notices and fines but the cancellation applies only to the interest however denominated and not, instead, to the sanctions and reimbursements of expenses for the executive and notification procedures, which remain fully due .

SALVA-SPORT -

National sports federations, sports promotion bodies, associations, professional and amateur clubs will be able to pay suspended payments in 60 installments, with a 3% surcharge.

POS RESTORATIONS

- Skip the 60 euro ceiling within which merchants could have refused card payments without penalties.

To mitigate the costs of the commissions borne by the smaller merchants, a permanent table is set up and, in the event of no solution, an "extraordinary contribution" is triggered.

YOUTH CARD -

The boost to cultural consumption for the young adults remains, but for those who turn 18 in 2023, it changes its face compared to the Renzian bonus.

The App18 is divided into two cards, which can be combined, which assign children 500 euros each: one for those with a family ISEE up to 35 thousand euros and one for students who graduate with honors.

Those born in 2004 will instead benefit from the bonus in the original version.

CASH -

From January the threshold for the use of cash will rise to 5 thousand euros.

 INCOME -

For employable workers, the basic income will be paid in 2023 for 7 months.

The others (nucleuses with minors, the elderly or disabled) will continue to receive it until the end of the year pending an overall reform.

The majority wants to undermine the principle of the fair offer but perhaps they will have to adjust the measure again to guarantee the squeeze.

The tax relief for those who hire income earners rises from 6,000 to 8,000 euros.

Food income is established for those in absolute poverty:

PENSIONS

- In 2023 it will be possible to retire with 41 years of contributions and 62 years of age (quota 103).

An incentive is foreseen for those who remain at work (Maroni bonus).

Change Women's option, which rises to 60 years (reducible by one year for each child and up to a maximum of 2 years), but only for three categories of disadvantaged workers.

The minimum pensions rise to 600 for the over 75s.

INFLATION AND SOCIAL CARDS -

VAT reduced to 5% for baby products and feminine hygiene products (tampon tax).

Here comes the social card for low incomes up to 15 thousand.

LEAVE AND ALLOWANCE -

Increase the family allowance for households with four or more children;

parental leave will be 80% for an additional month within the sixth year of age, even for fathers.

SMARTWORKING -

For fragile workers, smart working, both in the public and in the private sector, is extended until 31 March.

HUNTING AND WILDLIFE -

With a regular license and a training course, hunters will be able to participate in the "wildlife control plans" established by the Regions also in the city.

Killed animals, including wild boars, can be consumed as food after health checks.

INFRASTRUCTURE AND NARROW BRIDGE -

Funds are arriving for various infrastructures.

And a push for the Strait Bridge, reactivating the Strait of Messina company.

SALVA-CALABRIA

- 440 million are going to Calabria, spread over four years, to prevent and mitigate hydrogeological risk.

JUSTICE AND INTERCEPTIONS

- The part of the civil provisions contained in the Cartabia reform will no longer enter into force on 30 June, but on 28 February.

A reform of wiretapping ordered by intelligence is coming. Expenses will be covered by the MEF.

AUTONOMY

- A control room at Palazzo Chigi will establish the Lep (essential levels of performance) in six months, the first step of differentiated autonomy.

After another six months, the consequent ministerial decrees must be produced.

If the times are not respected, a commissioner arrives.
