At least 17 people died due to the cold and frost.
In New York, Gov. Kathy Hochul has deployed the National Guard to the upstate near Buffalo, the epicenter of the winter storm, to help rescue hundreds of people stranded in their cars.
In defiance of the driving ban, many got behind the wheel and then got stuck in bad weather.
