In the swearing-in ceremony, Parliament paid tribute to Pelé with a minute's silence before being sworn in.

Lula I met today with representatives of the governments of Russia and Ukraine to whom he expressed his desire for a speedy return of peace between the warring parties after the invasion of Moscow troops in February 2021. "I received the president of the Russian Federation Council, Valentina Matvienko, head of the country's delegation. I thanked Putin's congratulations conveyed by her and expressed Brazil's wish for peace and for the parties to find a common point for an end to the conflict," he wrote Lula at the end of the meeting with the correspondent from Moscow at his inauguration ceremony scheduled for today.

"I received from Deputy Prime Minister Yulia Svyrydenko compliments from the President of Ukraine, Volodymyr Zelensky, and a report on the situation in his country.

The President of Venezuela, Nicolás Maduro, confirmed his presence at the inauguration ceremony of Lula da Silva.

Diplomatic sources involved in the preparations for the ceremony reported that the Venezuelan government had already communicated Maduro's trip to Brasilia.

The possibility of the presence of the Venezuelan head of state was made possible thanks to a specific decree signed by outgoing President Jair Bolsonaro, before leaving Brazil for the United States, which canceled a joint provision by the Ministries of Foreign Affairs and Justice with which prohibited senior officials of the government presided over by Maduro from entering Brazilian territory, for violations of human rights.

65 foreign delegations were present at Lula's inauguration ceremony, including 19 led by heads of state and one by the King of Spain.
