COP 15: an "ambitious" agreement, now what?

On December 18, two major events punctuated the news.

In Doha, Qatar, the France team played in the World Cup final against Argentina.

Another match was played in Montreal (Canada).

After about ten days of trying diplomatic passes of arms, the negotiators of the 196 countries gathered for the COP 15 on biodiversity agreed, to the snatch, on an agreement deemed "historic" and "ambitious" .

Almost a month later, what about the application of the 23 targets and 4 objectives contained in the text?

How to implement, for example, the protection of 30% of the land and 30% of the seas and oceans on a global scale by 2030, the flagship measure of the agreement?
