But beyond the formal ratification, on which Parliament will express itself, the prime minister is interested in thinking about the substance: we need to "verify possible corrective measures", together with the other states, to make the Mes "an instrument effectively capable of responding to the needs of the various economies ".

In short, after the pandemic, the war in Ukraine and the new economic difficulties that followed, the instrument needs to be rethought to adapt it to the new situation.

The new director general of the Mechanism, the Luxembourgian Pierre Gramegna, appointed in December also with the support of the Italian government, wanted to meet the premier at Palazzo Chigi together with his Italian right-hand man, the general secretary Nicola Giammarioli.

The goal was to listen to the Prime Minister's doubts, while reminding her of the commitment that Italy has made, together with all the partners in the Eurozone, to approve the reform designed to make the former fund simpler to operate save-states.

For her part, the prime minister reiterated her position: the Mes is an anomalous economic-financial instrument, because despite having huge resources, it has not been used for a long time by the member states, despite the difficult economic situation in which they find.

Suffice it to say that not even the so-called 'pandemic Mes', the credit line designed to help countries finance the health care costs that exploded with the pandemic, has never been requested.

For Meloni, not even the reform will make the Mes more attractive and therefore useful for its members.

Therefore, it must be rethought and modified.

A reasoning to which the director Gramegna does not close the door, also in view of the reform of the Stability Pact and, more generally, of European economic governance, which could also review the role of the Mes.

In short, the negotiation with Europe is enriched by another element.

But the

Pnrr always remains in the lead

: next week the minister for European affairs, the South, cohesion policies and the Pnrr, Raffaele Fitto, will go to Brussels to get to the heart of the requests for changes to the plan.

The first control room of the year, presided over by Fitto at Palazzo Chigi, fixed the calendar: in the coming weeks a series of "bilateral technical meetings" will be convened with the various ministries, to check the implementation status of each measure and figure out which ones need to be updated.

With the first deadlines set as early as March,

the government intends to close the discussion with the European Commission on the new Pnrr by February.

Others will be pushed to the end of the year, as could happen with the entry into force of the procurement code.
