The President of the Republic Sergio Mattarella has signed the fuel decree which will be published today in the Official Gazette.
TIMETABLE
- The average price of fuel, on a regional basis, will be published on the website of the Ministry of Enterprise and Made in Italy.
The decree establishes it, in which it is specified that "the frequency, methods and timing of communications" will be defined by decree of the same Mimit "to be adopted within 15 days from the date of entry into force of this decree".
The petrol stations will
then have another 15 days to adapt
the signs at each point of sale, including on the motorway.
SANCTIONS
- Fuel plant managers who fail to communicate their prices and fail to display the average prices calculated by the Ministry of Enterprise in their sales outlets may be punished with fines ranging from 500 to 6,000 euros.
"After the third violation - reads the stamped text of the decree on price transparency - the suspension of the activity can be ordered for a period of no less than seven days and no more than 90 days".
The assessment is entrusted to the Guardia di Finanza and the imposition of sanctions to the Prefect.
ON THE HIGHWAY
- In the decree there is no reference to potential price caps on the highway.
The hypothesis had circulated in the first days of the week but had raised doubts of constitutionality and protection of competition.
TRANSPORT BONUS - The 60-euro bonus for paying season tickets for
local public and rail transport is back, but it will be intended for people with incomes of less than 20,000 euros (no longer 35,000 euros as in the previous version of the measure).
The voucher bears the name of the beneficiary, can be used for the purchase of a single season ticket, is not transferable, does not constitute taxable income and is not relevant for calculating the value of the ISEE indicator.
MOBILE EXCISE
- The decree on the transparency of fuel prices updates the so-called 'mobile excise' mechanism introduced with the 2008 Budget Law to reduce excessive increases.
The cut in excise duties, reads the stamped text of the legislative decree, "can be adopted if the price increases, on the average of the previous two-month period, with respect to the reference value, expressed in euros, indicated in the latest Def".
The decree also takes into account "any decrease" in the average for the previous quarter.
