This was stated by the president of the European Commission, Ursula von der Leyen in her 'special address' at the Davos Forum, explaining that, on a financial level, "state aid would be a limited solution": to avoid the fragmentation of the Single Market "we must increase EU funding" and "for the medium term we will prepare a European sovereign fund in the medium-term review of our budget in 2023".

On the regulatory level, "we will propose a new 'NetZero Industry Act" along the lines of the Chips Act.
