Cgil, Cisl and Uil will present themselves with the already advanced requests for flexibility in leaving from the age of 62 without explicit penalties (beyond the implicit one that comes from paying fewer contributions and taking the check for a longer time), attention to young people with a guarantee pension and leaving with 41 years of contributions with no age limit.

But it is probable that we will have to work on interventions that cost little, so it is probable that a measure of flexibility will be proposed which penalizes early exits with respect to old age.

in any case, the reduction of the limit of 2.8 times the minimum pension for early departure with respect to old age is on the table (now valid only for three years in advance for those in the contributory system).

We will probably also talk about the separation between social security and assistance.



Yesterday, during the presentation of the Tenth Report of social security itineraries, the president, Alberto Brambilla, underlined that assistance costs over 144 billion and that this expense has substantially doubled since 2008 without reducing poverty (which has increased above all in the younger elderly).

But above all he stated that Forza Italia's proposal to bring low pensions to 1,000 euros a month is impracticable because the intervention would cost 27 billion a year, bringing INPS into default in a few years as well as dissuading people from contributing in the belief to still be able to obtain a high social pension.

Brambilla who recalled how in 2021 welfare (social security, assistance and health care) in Italy cost 517.7 billion, over 52% of public spending,

he also said he was against increasing the minimums to 600 euros for 2023 because then it will be difficult for politics to go back.

The Report underlines that in 2021 there are about seven million fully or partially assisted pensioners (2.5 million those with minimum integrated pensions), 43.48 of the almost 16.1 million pensioners.

"It doesn't seem to reflect - says Brambilla - the real socio-economic conditions of the country".

And among the approximately 22.7 million pensions there are still almost 400,000 which have a duration of over 42 years, i.e. they were paid when Reagan had not yet taken office in the White House.

And when talking about pensions, the question of work cannot be overlooked,

necessary in a pay-as-you-go system (contributions paid today pay today's pensions) to support the system.

Despite the growth in employment after Covid, our country remains at the rear in Europe.

But in addition to the low employment rate there is an issue of quality of work as also shown by a survey published by Inapp according to which Italy is promoted in half with a good result for companies in the Centre-North and a figure less positive for the South and the Islands starting from job security and flexibility of working hours.
