The vice president of the CSM is elected, a three-way challenge

No certainty, only the hypothesis of a three-way challenge, which could also see a woman as the winner, the first in the 60-year history of the CSM, handing over the top of Palazzo dei Marescialli to the right for the first time.

The game for the election of the vice president of the CSM is still completely open today, the second act of the inauguration ceremony of the new councilors and the farewell ceremony of the outgoing ones which took place yesterday at the Quirinale.

There is a big knot on the table to untie: the presumed ineligibility of some of the ten laymen elected by Parliament, starting with some of the main contenders.

The challenge should be played between the constitutionalist Roberto Romboli, elected on the recommendation of the Democratic Party, and the lawyers Daniela Bianchini, candidate from FdI, and Luigi Pinelli, in the Lega share.

Precisely on Romboli, which could count on the support of the left togas from the start, the greatest unknown factor would weigh.

The Constitution and the law establish that the lay members elected by the Parliament must have at least 15 years of effective practice of the legal profession or full professor of law.

And the doubts concern the fact that the professor, a student of Alessandro Pizzorusso, is already retired.

But the precedents would seem to hang on his side.

There have been several cases of professors who arrived at the CSM when they were no longer in the chair or who left teaching when they were already sitting in the Palazzo dei Marescialli (Luigi Berlinguer,

Giuseppe Di Federico and Annibale Marini, just to name a few) and they all passed the scrutiny of possession of the eligibility requirements.

Doubts about the possession of the requisites would also affect Bianchini, an expert in family law, a member of the Livatino Study Center and one of whose "sponsors" would be the undersecretary to the Prime Minister Alfredo Mantovano.

They will be dissolved by the Qualifications Verification Commission made up of the most voted councilors: Romboli himself for the laity, Paola D'Ovidio and Bernardette Nicotra for the togati, both of Independent Judiciary, the most moderate group and now the majority at the Csm with 7 councilors, who in the match for the vice-presidency he relies on Bianchini.

Today the Commission will deliver its conclusions to the plenum, before the vote on the vice-president.

If the reservations on the titles are overcome, Romboli and Bianchini could play the game above all, at least according to the rumors that at the moment would give less chance to Pinelli, a Paduan lawyer, defender of Armando Siri and Luca Morisi and member with Luciano Violante of the foundation Leonardo.

And if there is no agreement, the tipping point will be the Unicost group, which with its four advisers could be decisive.
