Confindustria: 'differentiated autonomy does not split the country'

"Differentiated autonomy cannot and must not become a new issue that divides the country, which penalizes the growth of the economy and the stability of public finances".

Confindustria, with the vice-president Vito Grassi, launches the message from Venice where yesterday it brought together the articulations of the industrial representation system behind closed doors (for a broad discussion on all open issues), and where today a public event is also expected Minister Roberto Calderoli.

And on differentiated autonomy, referring to the internal confrontation, he says: "Like Confindustria, we look at the issue with interest and hope that it will be tackled and subsequently implemented with great attention, so that it becomes an opportunity to strengthen the competitiveness of the territories and improve conditions of citizens and businesses. In order for this process not to jeopardize national unity, the matters subject to autonomy should be clearly identified, excluding those strategic for the national economy from the list, starting with the large networks, energy sources and infrastructures, which have an impact on the entire country system and which must be anchored to the European strategy".

Then "the theme of resources is also relevant: the attribution of new functions should not have negative implications in terms of public spending. In this context, then, there is the theme of the 'lep' on which we believe it is positive that we are discussing in relation to the instruments that implement a constitutional principle, ensuring homogeneity in rights and access to essential services, on a civil and social level, throughout the country".

Confindustria therefore poses, as a topic for debate, "some elements of comparison: on the subjects subject to requests for differentiated autonomy, we believe that the experience accumulated over 22 years and the dramatic lessons of recent years, with the pandemic and war in Ukraine, demonstrate how on major issues, from trade to energy,

the optimal answers are found by extending and strengthening common tools and choices for the financing of the single European market.

With regard to public finance, the transition from the historical cost criterion to that of optimal needs calculated by benchmark implies the allocation of very large resources, to allow the less advanced areas of the country to successfully face, within a few years, the challenge of 'optimization.
